<br />. <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />Minutes of Regular Council Meeting <br /> <br />April 26, 1982 <br /> <br />comments; suggested that Bill Bauer be invited to a Council meet- <br />ing for a status report when convenient. <br /> <br />MobilefManufactured Housing <br />McAllister referred Council to League of Minnesota Cities Action <br />Alert re new legialation prohibiting the exclusion of mobile/ <br />manufactured homes from other than mobile home parks. <br /> <br />After discusaion, it was the general con census that the zoning <br />Ordinance should be amended. Council requested Planner Miller <br />to memo the Planning Commission and Council on suggested Zoning <br />Ordinance changes, for Planning Commission consideration at its <br />June meeting, <br /> <br />Council Appointment Applications <br />Woodburn suggested that the deadline be extended beyond April 30th <br />to receive resumes from, applicants for Council appointment, because <br />the Town Crier, notifying residents of the vacancy on the Council, <br />was mailed about s week later than was anticipated. <br /> <br />McAllister moved, seconded by Hicks, that Council extend the dead- <br />line to May 7th. Motion carried unanimously (4-0). <br /> <br />ISO Inspection <br />Johnson reported that Arden Hills and Shoreview have responded to <br />the letter requesting up-dated information which would warrant an <br />ISO inspection; noted that North Oaks may also have responded. <br />Johnson said that to date there has been no reply relative to an <br />ISO inspection. <br /> <br />Public Safety Letter <br />Johnson referred Council to burglary statistics indicating an ap- <br />proximate 14% increase in residential and non-residential burglaries <br />1980-1981, noted this will be inserted in the letter from the Public <br />Safety Committee. It was noted that it may be a "little mis-lead- <br />ing" since we have more houses than in 1980. <br /> <br />Civil Defense Siren <br />Johnson reported that he met with Planner Miller, Public Safety <br />Chairman Taylor, Public Works Supervisor Johansen and a represen- <br />tative of NSP re an appropriate siren location in the north area. <br />Johnson said the suggested locations at the north of Briarknoll <br />and near Floral Park seemed too close to residential development; <br />the NSP substation site on Old Hwy. 10, North of 1-694 at 918' <br />elevation is considered to be a favorable location, but NSP has <br />expressed some concern that the siren may adversely affect the <br />sale of the land; approval of the site is therefore pending NSP <br />approval. <br /> <br />Mrs. Tuggle asked if the siren at the proposed NSP site would he <br />effective in the Floral Drive area. Johnson said its effective <br />radius is 4500 feet. <br /> <br />Council concurred with the proposed NSP siting if it can be ob- <br />tained. <br /> <br />Watershed Districts <br />Woodburn referred Council to the Minnesota Act re Watershed Dis- <br />tricts in the Metro area; suggested the City may want to consider <br />a water quality and storm water management ordinance; noted the <br />City will then take on the responsibility, as well. Council con- <br />curred that the copy of the Act be circulated among the Council <br />members. <br /> <br />Adjournment <br />Hicks moved, seconded by Johnson <br />a Motion carrie unanimously <br /> <br />that the meeting adjourn at 11:40 <br />(4-0)~ <br /> <br />~.J~ <br /> <br />Robert L.
