<br />. <br /> <br />. <br /> <br />, <br /> <br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, April 12, 1982 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmen Dale Hicks, Diane <br />McAllister, Maurice Johnson <br /> <br />Absent - None <br /> <br />Also Present - Village Attorney James Lynden, Planner Orlyn Miller, <br />Engineer Donald Christoffersen, Tteasurer Donald <br />Lamb, Clerk Administrator Charlotte McNieih, <br />Deputy Clerk Dorothy Zehm <br /> <br />Approval of Minutes <br />Johnson moved, seconded by McAllister, that the correction of the <br />March 8th Council Minutes re Treasurer's Investment be approved, <br />the Minutes of the Council Meetings of March 29th and April 5th <br />be spproved as submitted and the Minutes of April 7th be approved <br />as aaended. Motion carried unanimously (4-0). <br /> <br />Business from the Floor <br />None <br /> <br />REPORT OF VILLAGE ATTORNEY JAMES LYNDEN <br /> <br />Ordinance No. 223, Relating to Changeable Copy Signs <br />Hicks moved, seconded by McAllister, that Council dispense with <br />the second and final reading and adopt Ordinance No. 223, AN <br />ORDINANCE AMENDING SECTIONS 21-4(B) (22) (c) AND 21-7(f) (2) AND <br />ADDING A NEW SUBSECTION (g) TO SECTION 21-7 OF THE ARDEN HILLS <br />CODE RELATING TO CHANGEABLE COPY SIGNS. <br /> <br />Motion cartied unanimously (4-0). <br /> <br />Ordinance No. 224, re Control of Amusement Devicea and Games <br />Council discussed methods of control of amusement deviees .and <br />games in Arden Hills, which Attorney Lynden said could be accom- <br />plished either by licensing ordinance or by amending the Zoning <br />Ordinance. Some concerns expressed were: <br /> <br />- where permitted in City <br />- numbers permitted per establishment <br />- hours of operation <br />- maximum percentage of establishment for amusement devices <br />- supervision <br />- age requirement to operate <br />- area of establishments in which devices can be located. <br />- regulations outside of establishments where liquor is <br />sold <br /> <br />After discussion, Hicks moved, seconded bv McAllister, that Ordi- <br />nance No. 224,AN ORDINANCE AMENDING CITY CODE, ADDING A SECTION <br />RE CONTROL OF AMUSEMENT DEVICES AND GAMES, be introduced by <br />title. Motion carried unanimously (4-0). <br /> <br />Case No. 81-23, Arden Oaks Development Agreement <br />Council was referred to smended draft of DEVELOPMENT AGREEMENT <br />FOR ARDEN OAKS ADDITION which developer Laughinghouse said is <br />essentially very satisfactory. Laughinghouse noted the follow- <br />ing concerns: <br /> <br />- DaRe 4 ec) comDletion Date - would like some "give and <br />take" in case of unforeseen events, which may occur, <br />and they cannot complete by July 30th. <br />
