. . , Minutes of Regular Council Meeting Village of Arden Hills Monday, April 12, 1982 - 7:30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. Roll Call Present - Mayor Robert Woodburn, Councilmen Dale Hicks, Diane McAllister, Maurice Johnson Absent - None Also Present - Village Attorney James Lynden, Planner Orlyn Miller, Engineer Donald Christoffersen, Tteasurer Donald Lamb, Clerk Administrator Charlotte McNieih, Deputy Clerk Dorothy Zehm Approval of Minutes Johnson moved, seconded by McAllister, that the correction of the March 8th Council Minutes re Treasurer's Investment be approved, the Minutes of the Council Meetings of March 29th and April 5th be spproved as submitted and the Minutes of April 7th be approved as aaended. Motion carried unanimously (4-0). Business from the Floor None REPORT OF VILLAGE ATTORNEY JAMES LYNDEN Ordinance No. 223, Relating to Changeable Copy Signs Hicks moved, seconded by McAllister, that Council dispense with the second and final reading and adopt Ordinance No. 223, AN ORDINANCE AMENDING SECTIONS 21-4(B) (22) (c) AND 21-7(f) (2) AND ADDING A NEW SUBSECTION (g) TO SECTION 21-7 OF THE ARDEN HILLS CODE RELATING TO CHANGEABLE COPY SIGNS. Motion cartied unanimously (4-0). Ordinance No. 224, re Control of Amusement Devicea and Games Council discussed methods of control of amusement deviees .and games in Arden Hills, which Attorney Lynden said could be accom- plished either by licensing ordinance or by amending the Zoning Ordinance. Some concerns expressed were: - where permitted in City - numbers permitted per establishment - hours of operation - maximum percentage of establishment for amusement devices - supervision - age requirement to operate - area of establishments in which devices can be located. - regulations outside of establishments where liquor is sold After discussion, Hicks moved, seconded bv McAllister, that Ordi- nance No. 224,AN ORDINANCE AMENDING CITY CODE, ADDING A SECTION RE CONTROL OF AMUSEMENT DEVICES AND GAMES, be introduced by title. Motion carried unanimously (4-0). Case No. 81-23, Arden Oaks Development Agreement Council was referred to smended draft of DEVELOPMENT AGREEMENT FOR ARDEN OAKS ADDITION which developer Laughinghouse said is essentially very satisfactory. Laughinghouse noted the follow- ing concerns: - DaRe 4 ec) comDletion Date - would like some "give and take" in case of unforeseen events, which may occur, and they cannot complete by July 30th.
