, Minutes of Special Council Meeting Village of Arden Hills Monday, February 1, 1982 - 7: 30 p.m. Village Hall Call to Order Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to order at 7:30 p.m. . Roll Call Present - Mayor Robert Woodburn, Councilmen Janet Hollenhorst, Diane McAllister, Maurice Johnson Abaent - None Also Present - Village Engineer Don~ld Christoffersen, Treasurer Donald Lamb, Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm. Approval of Minutes McAllister moved, seconded by Johnson, that the minutes of the January 11th Council Meeting be approved as amended. Motion carried unanimously (4-0). Business from the Floor None Rice Creek Watershed District - Board of Managers In discussion relative to the Council's concerns about the poten- tial flooding of the City's sanitary sewer system, resulting from the construction of various control structures constructed by Rice Creek Watershed District in the Ramsey County Open Space north of Lake Johanna, Weidenbacher said that the most heavily impacted area is between the Soo Line and County Rd. E2; noted that there was a 1.5' freeboard before the structures were in- stalled. Weidenbacher acknowledged Mr. Dimke's verbal statement that RCWD would raiae the affected manholes; noted that the Johanna outlet is still the problem - RCWD had wanted the lake level at a one foot lower elevation. It was noted that Village Engineer Christoffersen and Public Works Supervisor Johansen expressed their concerns relative to the flood- of the lift station and sanitary sewer lines prior to construction of the Lake Johanna outlet. Weidenbachen said the only feasible options are to rsise the 12 manholes and to fill around them, or install watertight manhole covers, cost to raise the 12 manholes and fill around them at a 4 to 1 slope was estimated at about $11,000; cost of 12 water- tight manholes was estimated at $4200. . Christoffersen suggested that the seal-type manhole lid would be preferable; agreed that maintenance of the raised manholes would be difficult, if not impossible. The Board of Managers agreed to install the 12 watertight man- holes in this area. Council concurred that this seems to be a logical solution of the problem; would like input of Johansen and Christoffersen re this solution. Public Hearing: (8:30 p.m.) Improvement No. SS-W-P-ST 81-5, RO.llll lIill_~ Mayor Woodburn opened the Public Hearing at 8:30 p.m. and Clerk Adminietrator McNiesh verified publication of the Notice of Hear- ing in the New Brighton Bulletin on January 21st and 28th, and that notices were mailed to affected property owners on 1-20-82.
