<br />, <br /> <br />Minutes of Special Council Meeting <br />Village of Arden Hills <br />Monday, February 1, 1982 - 7: 30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called <br />the meeting to order at 7:30 p.m. <br /> <br />. <br /> <br />Roll Call <br />Present - Mayor Robert Woodburn, Councilmen Janet Hollenhorst, <br />Diane McAllister, Maurice Johnson <br /> <br />Abaent - None <br /> <br />Also Present - Village Engineer Don~ld Christoffersen, Treasurer <br />Donald Lamb, Clerk Administrator Charlotte McNiesh, <br />Deputy Clerk Dorothy Zehm. <br /> <br />Approval of Minutes <br />McAllister moved, seconded by Johnson, that the minutes of the <br />January 11th Council Meeting be approved as amended. Motion <br />carried unanimously (4-0). <br /> <br />Business from the Floor <br />None <br /> <br />Rice Creek Watershed District - Board of Managers <br />In discussion relative to the Council's concerns about the poten- <br />tial flooding of the City's sanitary sewer system, resulting from <br />the construction of various control structures constructed by <br />Rice Creek Watershed District in the Ramsey County Open Space <br />north of Lake Johanna, Weidenbacher said that the most heavily <br />impacted area is between the Soo Line and County Rd. E2; noted <br />that there was a 1.5' freeboard before the structures were in- <br />stalled. <br /> <br />Weidenbacher acknowledged Mr. Dimke's verbal statement that RCWD <br />would raiae the affected manholes; noted that the Johanna outlet <br />is still the problem - RCWD had wanted the lake level at a one <br />foot lower elevation. <br /> <br />It was noted that Village Engineer Christoffersen and Public Works <br />Supervisor Johansen expressed their concerns relative to the flood- <br />of the lift station and sanitary sewer lines prior to construction <br />of the Lake Johanna outlet. <br /> <br />Weidenbachen said the only feasible options are to rsise the 12 <br />manholes and to fill around them, or install watertight manhole <br />covers, cost to raise the 12 manholes and fill around them at a <br />4 to 1 slope was estimated at about $11,000; cost of 12 water- <br />tight manholes was estimated at $4200. <br /> <br />. <br /> <br />Christoffersen suggested that the seal-type manhole lid would be <br />preferable; agreed that maintenance of the raised manholes would <br />be difficult, if not impossible. <br /> <br />The Board of Managers agreed to install the 12 watertight man- <br />holes in this area. Council concurred that this seems to be a <br />logical solution of the problem; would like input of Johansen and <br />Christoffersen re this solution. <br /> <br />Public Hearing: (8:30 p.m.) <br />Improvement No. SS-W-P-ST 81-5, RO.llll lIill_~ <br />Mayor Woodburn opened the Public Hearing at 8:30 p.m. and Clerk <br />Adminietrator McNiesh verified publication of the Notice of Hear- <br />ing in the New Brighton Bulletin on January 21st and 28th, and <br />that notices were mailed to affected property owners on 1-20-82. <br /> <br />(See attached Minutes of Public Hearing) <br />
