"

t

,.

.

.

more than 1993 and, of course, it means higher per year costs
but we do save on interest because the overall period of time
is cut down. With that, I'll be able to answer any questions,
if there are any. This is assuming that there will be an
assessment hearing this fall.

MAYOR WOODBURN: I think he's pointed out the difference
between an assessment hearing and ordering the improvement.
Tonight is the start of the process that orders or does not
order the improvement and this is not the assessment time. Of
course, Mr. Popovich has painted, as he always does for us,
the worst case. Mrs. McNiesh, do you have any written ques-
tions or objections?

MRS. McNIESH: There are none, your Honor.

MAYOR WOODBURN: We will open the meeting then in a moment
to comments from the audience. We're going to listen exten-
sively. This is certainly for all of us (inaudible) and I
don't think we can do right on this with everybody. I know we
can't and I hope you all appreciate that fact. We will try to
do right, however, even if we can't do right by everybody.
I believe the Council will probably have quite a few questions
but we'll go to the audience first for questions and comments.
will each person, when they comment or ask questions, identify
themself for the record.

MRS. SUE HUSTINGS, 4136 Norma Circle: I have, first of
all, a few questions and I want to hear what other people have
to say, but first of all, I would like to know what the park
dedication is from the contractor, Mr. Marcel Eibensteiner.
Does anybody know what that is? .By law, I understand that it
used to be that they had to dedicate 10% of the new development
to the park in land or in money. I was wondering what that's
going to be.

MAYOR WOODBURN: It's usually been 10% - a slight
variable figure - for parks or drainage improvements.

MRS. SUE HUSTINGS: I understand that, but. that hasn't
been decided yet, is that right?

MAYOR WOODBURN: That's correct. That is still under nego-
tiation.

.

MRS. SUE HUSTINGS: Another thing, I was wondering - why
do they want to drain that low area in the park? That is a
beautiful little pond that has beautiful oak trees around it,
that would be a beautiful wild garden if the road didn't have to
go through. I was wondering if they put that down there just
so that we the taxpayers would feel that we're getting some-
thing for our money. Is it necessary?

4
