<br />MAYOR WOODBURN: When will that be determined? At the <br />assessment hearing. <br /> <br />. <br /> <br />MR. POPOVICH: The idea is that after'the project is all in, <br />then you have a firm idea of what the total costs are. Right <br />now these are just projections. At that time a preliminary <br />assessment roll is prepared and the people will all get notices <br />for another hearing. At that time we would know exactly what <br />would be assessed. The engineer would have to get all of these <br />things together as to what those costs are and then assess your <br />lot. <br /> <br />MR. EIBENSTEINER: I must admit, you shocked me this <br />evening when you mentioned it, when you took the total cost and <br />divided it by 18 lots. In other words, I'm paying for the <br />complete street through the park. I don't want the street and <br />I don't want the cul-de-sac. I'd just as soon stop right at <br />the end of my property. If the street has to go through the <br />park completely and I have to pay for a complete street - or <br />all of the assessments - I can't afford it. It's up to $13,000 <br />something per lot for assessments. By that time it just be- <br />comes unfeasible to plat the rest of the area. A couple of <br />months ago, I was always under the impression that the Village <br />would share, or the Park Board or somebody would share in the <br />cost of the street. If I have to bear the whole cost by myself, <br />I just really can't afford to go ahead with the project. <br /> <br />COUNCILMAN McALLISTER: <br /> <br />(Inaudible) $12,OOO. <br /> <br />MR. EIBENSTEINER: I had figured I'd give half the cul-de- <br />sac for park dedication and the other half would be shared <br />(inaudible). But the total cost, putting the whole street <br />through, runs $37,000. I can't afford that. But the thing is, <br />when will this be decided? I don't want to put all the improve- <br />ments in and then come to the meeting and have them say I get <br />all the assessments. Then it's too late. <br /> <br />. <br /> <br />MR. POPOVICH: That's the purpose of the meeting tonight <br />the feasibility of the project. Feasibility so far as layout, <br />safety, and estimated costs. We're 99% within the ballpark so <br />far as the costs are concerned. If you feel the project is not <br />feasible - the engineer, in his report, has said it is feasible, <br />even with those economic costs. $12,000 or $13,000 is not <br />unusual for lots for complete utilities and streets. In fact, <br />I've seen them $15,000, $16,000, $17,000, $20,000. That varies. <br />That's a judgment you have to make. If you feel, knowing what <br />you have in the land, that this on top of it makes it too much, <br />then you ought to tell the Council - I don't think the project <br />is feasible. This is a feasibility hearing, to be voted up or <br />down as to whether it's feasible, considering everything - <br />projected costs, layout, safety, everything else. Only you <br />can make that decision. That's why the Council is holding the <br />hearing. <br /> <br />15 <br />
