"

.

included as benefitted property within the legal description
that was published. Legally, at this point, based on the way
it is now, it couldn't be done unless you started over again,
assuming you felt it was benefitted. Then' that's a real ques-
tion - how much is it benefitted? Then you get the appraisal
situation and all the other stuff - I'm not so sure there is a
benefit up there that is so significant that you could assess
them for it.

MAYOR WOODBURN: The City is very hard pressed for money
this year - we could accept donations.

MR. POPOVICH: If they voluntarily donate it, that would
be another thing. My experience has been you get one or two
and the rest don't.

RITA SCHUNICHT: About the other alternative on Hamline
and Floral, the other alternative for easing the traffic flow.

MAYOR WOODBURN: I guess you're specifically referring
to some widening, perhaps, or some improvement like that. Mr.
Christoffersen, do you have anything further to say on that?

MR. CHRISTOFFERSEN: We really haven't looked into it
thoroughly. We did look into widening the west side of Hamline
Avenue, somewhat trying to create a merge lane. That type of
situation usually isn't done. You may think it's high volume
traffic, but it really isn't considered high volume when you're
in the traffic business. For instance, there is a merge lane
right now off ,of Colleen - when they had their projected traffic
(inaudible). I suspect that when Hamline Avenue is improved,
Hamline Avenue would be widened~, Several years ago the Council
did consider widening Hamline Avenue and it was not accomplished
because many people were opposed to it. It was discussed to
widen it to either 36 or 44 feet at the time. I think the
current standards for widening Hamline would be probably 46
or 36 feet. The 36 would 'have restricted parking on one side.
That intersection, as far as semaphores - I'd like to ans~er
that question with some comments about traffic signals on
Floral Drive and Hamline. That particular portion of Hamline
Avenue is controlled by the State of Minnesota. If there are
any traffic signals put up in that location, the State of
Minnesota would be involved in it.

.

MAYOR WOODBURN: What is the cost of a signal?

CHRISTOFFERSEN: That's kind of out of my ballgame. I'd
have to go to my traffic engineer. I'll take another shot in
the dark - $85,000 to $IOO,OOO.

MR. MARCEL EIBENSTEINER: At what point will it be
determined what part of the assessments are my portion when
the street runs through the park?

14
