. Minutes of Special Council Meeting February 1, 1982 , January 28th - $100,000 at Oak Park Heights for 6 months, maturing 7-28-82 at 14.75% interest. Johnson moved, seconded by Hollenhorst, that Council ratify the Treasurer's investments. Motion carried unanimously (4-0). OTHER BUSINESS Public Safety Committee Recommendation - Stop or Yield Sign at Edgewater/Prior Avenues Johnson reported that the Public Safety Committee recommends denial of the request. . McAllister moved, seconded by Johnson, that Council deny the re- quest for a "stop" or "yield" sign at the Edgewater/Prior Avenue intersection at this time based on the Public Safety Committee's recommendation that it is not warranted for traffic volume or safety reasons. Motion carried unanimously (4-0). Committee Appointments Upon recommendation of Council members Johnson and McAllister, Mayor Woodburn appointed Don Halva as a member of the Board of Appeals for 1982. Johnson moved, seconded by Hollenhorst, that Council ratify the Mayor'e appointment. Motion carried unanimously (4-0). Other potential committee members who have volunteered or been recommended for appointment will be contacted by Mayor Woodburn. Resignation - Finance Committee Council was referred to letter of resignation from the Finance Committee from Frank Hlavka. McAllister moved, seconded by Hollenhorst, that Council accept with regrets Frank Hlavka's resignation. Motion carried unani- mously (4-0). RecyclinK Unlimited Request for Drop-off Facilities Council was referred to McNiesh's memo of 1-29-82. After dis- cussion, in which some concern was expressed relative to appropri- ate zoning, possible "litter" problems, and need for facility, matter wae deferred. Request for Time Extension for Payment of Park Dedication - Janet Estates It was noted that Council previously granted an extension to December 1981 for payment of the Jsnet Estates park dedication, and granted an extension for filing the amended plat of Janet Estates to June 8, 1982. McNiesh explained that the initial request for extension for pay- ment of the park dedication was to June of 1982 (Council granted the extension to December 1981). . After discussion, Johnson moved, seconded by Hollenhorst, that Council require payment of 50% of the balance due of park dedica- tion now, and approve extension of payment of the other 50% to June 8,1982, with interest at 14% annual rate. Motion carried unanimously (4-0). ~blic Works Supervisor Johnansen Requests: (memo of 1-28-82) A. Temporary Employee _ McAllister moved, seconded by Johnson, that Council approve the hiring of Todd Langenbach at $6.50/hr. per Johansen's memo of 1-28-82, effective February 2nd.
