Mayor Probst replied that Staff has been discussing the language, and that the intent <br />is clear. <br /> <br />Mayor Probst noted the change to Item 6 of the Resolution to include: "Council further <br />recommends the County to maximize CSAH funds" and to change Item 7 to include: "to be <br />completed by 1998. with Segment 2 to be completed by 1999, if possible". <br /> <br />MOTION: <br /> <br />Hicks moved and Aplikowski seconded a motion to approve Resolution No. 96- <br />06, Supporting the Highway 96 Reconstruction Concept Study as amended. The <br />motion carried unanimously (4-0). <br /> <br />B. Crystal Avenue Traffic Sign <br /> <br />Dwayne Stafford, Public Works Superintendent, reported that several residents attended the <br />Public Works/Public Safety meeting on January 18, 1996, and have requested a sign stating "No <br />Left Turn to Crystal Avenue between 7:00 a.m. and 8:00 a.m. on School Days". Mr. Stafford <br />noted that sincc the installation of stop signs on County Road F and Fairvicw Avenue, there has <br />becn a substantial increase in tratlic on Crystal Avenue, between 7:00 a.m. and 8:00 a.m. on <br />school days. Mr. Stafford noted the residents determined that the tratlic is due to vehicles <br />heading west on County Road F from Old Highway 10, turning onto Crystal Avenue and <br />speeding up Crystal Avenue to Fairview Avenue, then taking Fairview Avenue back to County <br />Road F. He noted this is being done to avoid west bound traffic backed up at the stop sign at <br />Fairview Avenue. <br /> <br />Couneilmember Aplikowski inquired if the problem is speeding traffic or cars backing out from <br />driveways. Mr. Stafford reported that the complaint states the problem is speeding traffic. but <br />noted that the Sheriff clocked traffic at only 30 miles per hour. Mr. Stafford noted the problem <br />was more likely traffic backing out from driveways onto the street <br /> <br />Councilmember Hicks agreed that it was difficult to get out of driveways in the morning. <br /> <br />Councilmember Kcim stated shc was not in favor of a sign to correct traffic problems caused by <br />another sign. She also noted that the City cannot limit residents from entering their own street. <br /> <br />Councilmember Aplikowski stated that the problem only existed for a short period of time in the <br />mornings, and could be avoided by leaving earlier. She continued that the Sheriff could tag <br />those that are speeding to help ease the problem. <br /> <br />Mayor Probst inquired if there was any information on who generally uses the road. Mr. Stafford <br />replied that it was thought to be high school age students. <br />
