He suggested that the City explore solving the problem through tagging
those individuals who are speeding before adding additional signs.

Councilmember Aplikowski noted that not all Crystal Avenue residents are in favor of a sign.

Mayor Probst stated that in order to avoid a no vote, no action would be taken on this item. and
suggested solving the traffic problem in an alternative fashion.

MOTION:

No action was taken on this item.

C. 1996 Street Imvrovement Project Update

Mr. Fritsinger reported that two letters were received from residents of Pascal Avenue,
identifying additional concerns of residents. Mr. Fritsinger also noted that Staffhad been in
contact with other residents, and the comments received include residents on Chatham Avenue,
McCracken Avenue, Siems Court and Ridgewood Court who are concerned about potential
assessments. Mr. Fritsinger also noted that businesses on Pine Tree Drive would like to have
access to their operations clearly defined and interruptions reduced as much as possible.

Mr. Fritsinger stated that the main objective is to speak with the individuals not in attendance
either through letters or over the telephone, to ensure that the project is understood by all
involved.

Mayor Probst inquired if there were any other comments received. Mr. Fritsinger replied that
there were only those comments concerned about assessments, and drainage on Ridgewood
Court and Siems Court.

Mayor Probst noted that the residents of Oak A venue, at the informational meeting, were
informed that cold-in-place recycling would not allow repairs to utilities and curb and gutter
drainage issues.

Bev Stoutenburg, 1435 W. County Road, stated that at the last meeting, they were left with the
impression that soil borings would be done on Pascal Avenue to determine ifcold-in-plaee
recycling would be possible. She asserted that curb and gutter would not solve the drainage
problems on Pascal Avenue.

Mayor Probst noted that curb and gutter may solve the drainage problems, but it is not known to
what extent.
