He suggested placing a lien on the property requiring park <br />dedication fees to be paid to the City prior to any sale of any property on the plat. <br /> <br />Mayor Probst stated another option is to pay park dedication on the parcel being constructed <br />on. <br /> <br />Councilmember Keirn stated a lien may cause problems for the applicant when they apply for <br />any construction loans from the bank. <br /> <br />Mr. Filla stated the City had the option of a payment plan, but suggested over a limited period <br />of time, such as 18 months. <br /> <br />Mayor Probst inquired if the applicant felt that nO park dedication was due. Mr. Amble <br />replied they were willing to pay their portion, but since the family members were not new <br />residents to the City the full fee should not be required. <br /> <br />Councilmember Malone inquired if the park dedication fee has consistently been applied. Mr. <br />Filla stated that since 1988 the park dedication fee has been consistently applied, with six <br />percent being expressed as a maximum for the gross dwelling units within the 0-2 range per <br />acre. <br /> <br />Councilmember Aplikowski inquired if the fee could be decreased. Mr. Filla replied it could <br />be decreased at the Council's discretion, anywhere from zero to six percent. <br /> <br />Mr. Fritsinger referred the Council to the memo from Cindy Walsh, Parks and Recreation <br />Director, for her recommendation on park dedication fee calculations. <br /> <br />Mayor Probst stated if the plat were a new development, the City would require a six percent <br />park dedication fee for each lot. <br /> <br />Mayor Probst inquired if the final plat could be approved and require any building permits <br />subject to payment of the park dedication fee. <br /> <br />Mr. Ringwald stated the value of the land is determined before utilities are installed, and he <br />estimates an approximate value of $82,000 per lot. Mr. Filla stated utility costs may be <br />approximately $15,000 to $20,000 per lot. <br />
