The motion carried <br />unanimously (4-0). <br /> <br />D. Resolution #96-34a. Adopting Final Assessment Roll (5 Years Amortization) For <br />Parcels 20. 33. 34 and 38 ofthc Reconstruction Improvements Proiect: and Parcel <br />46 of the Bituminous Overlay Project <br /> <br />Mayor Probst inquired regarding whether any of the interested residents will be present at the <br />meeting tonight. Mr. Stonehouse stated he does not anticipate any will be present. Mayor Probst <br />determined to delay this agenda item for a few minutes to allow an opportunity for them to <br />attend. <br /> <br />A. Proclamation Congratulating Land 0' Lakes on their 75th Anniversarv <br /> <br />MOTION: <br /> <br />Malone moved and Keim seconded a motion to adopt a proclamation <br />congratulating Land 0' Lakes on their 75th Anniversary. The motion carried <br />unanimously (4-0). <br /> <br />Mayor Probst read in full the Proclamation congratulating Land 0' Lakes on their 75th <br />Anniversary and extending the City's appreciation for their outstanding contribution to the City <br />of Arden Hills. <br /> <br />Terry Nagle thanked the City for this recognition and stated they have been happy being located <br />in Arden Hills for the past] 5 years. He added that they have enjoyed being a corporate citizen <br />of Arden Hills and able to contribute to the high standard of living that the City enjoys. <br /> <br />Mayor Probst extended the City's appreciation for their participation on the Arden Hills <br />Economic Development Committee and TCAAP Re-Utilization Committee. <br /> <br />F. Planninl! Case #96-01. Park Dedication for Amble Subdivision. 1211 Amble Road <br /> <br />Cindy Walsh, Parks & Recreation Director, advised that, as directed by Council, staff <br />reconsidered the park dedication for Amble Division. She explained the previous park <br />dedication was calculated according to the fair market value of the property, which was <br />determined by the appraisal price of$147,000. Based on this calculation, the park dedication <br />fee for Lot I and 3 was $8,820, but the Council was concerned that the appraisal price did not <br />reflect the true undeveloped acquisition cost of the land. Staff reconsidered and revised the park <br />dedication fee by basing it on the value of the property as determined by the 1996 tax roles <br />(which does not include buildings, improvements, and the portion of property that is under water <br />and unbuildable). Ms. Walsh reviewed the revised calculations which determined a park <br />dedication on Lot I of $2,246.95 and Lot 3 of$I,376.97, for a total of $3,623.92. It was noted <br />that since Lots 2 and 4 have existing structures, the park dedication was recalculated only for <br />Lots I and 3. Mr. Amble stated that he is comfortable with the Staff recommendation. <br />
