" ARDEN HILLS CITY COUNCIL - JUNE 10. 1996 4 MOTION: Malone moved and Aplikowski seconded a motion to approve a park dedication fee in the amount of$3,623.91 for Planning Case #96-01, Amble Subdivision, 121 Amble Road. The motion carried unanimously (4-0). G. Resolution #96-40 Annroving Plans and Specifications and Authorizing Advertisement of Bids for the Old Highway 10 Watermain Improvement Mr. Stonehouse presented the completed plans of the Old Highway 10 watermain project and used an overhead to point out the location of the watermain and sanitary sewer. He noted the problem at 4355 Old Highway 10 and that the base of the trees is 15 to 18 feet above the existing pavement elevation. Mr. Stonehouse explained that the existing sanitary sewer main lies parallel to the edge ofthe roadway, approximately 8 to 10 feet west of the pavement edge. Since State standards call for a 10- foot horizontal separation between sanitary sewer lines and watermains, staffrecommends the watermain be installed approximately 20 feet west of the roadway edge. To protect and avoid disturbing the large pine trees, he recommended the use of a trench box. Mr. Stonehouse advised that this may increase job costs by approximately $5,000 but will save a substantial number oftrees and will keep the project within the right-of-way. Mayor Probst pointed out the proposed resolution also establishes a special meeting on July 15, 1996 to deal with receipt and authorization of the contract to allow the City to meet the County's schedule for the proposed proj ect. MOTION: Malone moved and Aplikowski seconded a motion to adopt Resolution No, 96- 40, Approving Plans and Specifications and Authorizing Advertisement of Bids for the Old Highway 10 Watermain Improvement. The motion carried unanimously (4-0). H. Welsh Concept Proposal Kevin Ringwald, Community Development Director, advised that the staff has been working with the Welsh Companies on their plans to develop in the Gateway Business District. He reviewed their proposed development of approximately 500,000 square feet, primarily commercial/industrial with an emphasis on office/warehouse on the northern half of the Gateway Business District. Mr Ringwald pointed out the adjoining streets, existing rail spur, and the alignment of Butcher Street. Currently, Welsh Companies has acquired the property for buildings A and B and has submitted purchase agreements on building sites D and E. Building C is proposed on the property owned by the City. With regard to Butcher Street, Mr. Ringwald explained the developer intends to relocate the roadway similar to previous designs. He noted the road will act as a transition area between office and light-industrial/office uses. The developer intends to use the existing roadway (Butcher Street) as a service area for the backs of the buildings (Butcher Street). This road terminates to provide access to the property directly to the east.
