Welsh Companies has submitted a <br />preliminary sketch and hired a planning consultant to develop more detailed plans. He asked the <br />Council to address the City parcel which lies in the center of this proposal and the vacation and <br />relocation of Butcher Street. Mr. Ringwald explained that currently, the utilities are within <br />Butcher Street so the proposed configuration is cost effective and saves the existing City <br />services. The sanitary sewer cuts through the site somewhat and there is a need to look at the <br />relationship of that to the southerly building. Lastly, there are remnant strips of property owned <br />by Naegele which are located on the far western corner ofthe site and the south edge of Butcher <br />Street. The developer is requesting the City to use its police powers to acquire these small strips <br />ofland so they can be developed with access to public streets. <br /> <br />Mr. Ringwald recommended the Council authorize staff to proceed with negotiations, pursue a <br />purchase agreement with Welsh on the City property, and research the possibility of acquiring <br />the small remnant of land adjacent to the Pentair property which is owned by Naegele. <br /> <br />Mayor Probst stated he was delighted to see some activity on this site but wants to raise some <br />issues to address with Welsh. He commented on the need to look at the "bigger picture" and <br />potential impact on the rest of the site. Mayor Probst stated he understands this is a concept plan <br />but he wants to make sure any recommendation to proceed with negotiations is not construed to <br />mean approval of anything else. Mayor Probst stated he supports the concept of this proposal; <br />however, questions the feasibility to construct this amount of one-level square footage on this <br />site. <br /> <br />Mr. Ringwald advised that staff did raise several issues with this proposal which Welsh will need <br />to address. <br /> <br />Brian Fritsinger, City Administrator, reviewed past negotiations with Welsh and the resulting <br />expansion of their development proposal to incorporate additional parcels. He stated the Mayor's <br />points are well taken and staff has worked with Welsh on the proposed site plan and building <br />aesthetics. <br /> <br />Mayor Probst asked if this party is able to put these properties together for development. Mr. <br />Ringwald responded that they are. <br /> <br />Councilmember Malone noted the Council will have to take a serious look at Round Lake, <br />review past considerations to the parkway plan, and know what the costs will be. He inquired <br />whether the developer is looking for assistance. Mr. Ringwald advised the developer has not <br />brought up this issue and if raised, staff has indicated the City would first consider assistance <br />towards development of the infrastructure and land acquisition. Once those two items are <br />considered, then assistance for building design will be reviewed. Councilmember Malone <br />indicated support of the preliminary proposal. <br /> <br />Mr. Ringwald advised the developer would probably choose to proceed with Building A first <br />since all utilities are currently available to that site. <br />
