Provision of yellow diagonal striping, north of the curbing on the north side of the new <br />air conditioning system. <br /> <br />Tom Heardon, construction manager for Holiday Inn, stated he is aware of the conditions being <br />recommended for approval. <br /> <br />MOTION: <br /> <br />Malone moved and Hicks seconded a motion to approve Planning Case #96-07, <br />modification to Site Plan (Planning Case 95-6) for Holiday Inn, 1201 West <br />County Road E, based on the conditions outlined by the Planning Commission. <br />The motion carried unanimously (4-0). <br /> <br />F. Resolution #96-43, Approving Cooperative Trails Grant <br /> <br />Cindy Walsh, Parks & Recreation Director, announced the City has been awarded a grant in the <br />amount of $45, 191.50 from the Minnesota Department of Natural Resources (DNR) to partially <br />fund the trail development from Highway 96 south to Briarknoll Drive and west to North <br />Snelling A venue. She explained the proposed resolution is related to the discussion held several <br />months ago in regard to the 1996 trail project and would allow awarding the bid to the low <br />bidder, Thor Construction, Inc. with alternatives A and B to be added. <br /> <br />Ms. Walsh explained ifthe Council decides to accept the grant, trail construction could occur <br />after the grant contract is finalized, which could be by July 8, 1996. It was noted that the grant <br />does specify that the entire project can be completed during a two-year time frame; however, <br />funds have to be expended and construction must be completed by November I, 1997. <br /> <br />Councilmember Malone inquired if staff anticipates any right-of-way problems. Ms. Walsh <br />advised staff has been in contact with the townhouse association and it appears there will be no <br />problem but there will need to be some cooperation in realigning their irrigation system which is <br />less cost restrictive than to bridge that segment on the existing easement. <br /> <br />Mayor Probst inquired regarding the possibility of considering a change order on this year's <br />contract to include the remaining segment in an attempt to obtain a better bid. Ms. Walsh stated <br />she could ask Thor Construction for an estimate on the remaining segment. Mayor Probst noted <br />there may be a price advantage to adding it and suggested staff investigate that option. He noted <br />if the cost for the remaining segment is too high, it can be turned down. <br /> <br />Ms. Walsh advised that work cmmot resume until the grant is finalized and the contract is signed <br />by the City, which she estimated would be mid-July. She informed that Thor Construction has <br />been very cooperative and indicated they will allow their prices to mid-July. Mayor Probst <br />suggested the discussion to add the remaining segment occur prior to signing the contract. <br />
