College with the condition that the maximum FTE student enrollment be limited to 1,250 and <br /> directed the City Attorney to draft a Zoning Ordinance Amendment that would allow colleges in <br /> I the R-I District under the PUD regulations. <br /> Mr. Ringwald reviewed the staff report and Planning Commission's recommendation for <br /> I approval, subject to the following conditions: <br /> 1. Modification of the student enrollment Full Time Equivalency (FTE) allowed at <br /> I Northwestern College, such that the enrollment shall not exceed 1,425 FTE within the <br /> next five (5) years and 1,600 FTE within the next ten (10) years. <br /> I 2. Establishment ofa review period of five (5) years to review general activity on campus. <br /> These reviews would look at issues such as enrollment trends, any short or long range <br /> I changes in the site plan or building additions. The first of such reviews would occur five <br /> (5) years from the date of approval ofthis action, unless Northwestern College proposes <br /> an amendment to the PUD before that date. Amendments to the PUD will still require <br /> I Public Hearings whether or not they occur at the same time as the regular five-year <br /> revIew. <br /> I. 3. Modifications to the Roseville portion of the campus also be submitted to Arden Hills for <br /> the purpose of keeping the case file current and having the opportunity of responding to <br /> proposals. Similarly, proposals for action by Arden Hills will be submitted to Roseville <br /> I for review and comment. <br /> Mr. Ringwald advised that during the public hearing, several issues were raised which resulted in <br /> I the Master Plan being modified to show the tennis courts in Roseville as being at least 100 feet <br /> from the property line, exterior security lights to the rear of the gymnasium have been readjusted <br /> to point downward (rather than at the neighboring residential area), and substantial amounts of <br /> I refuse have been removed from the site. In addition, Northwestern College has rearranged <br /> various equipment and materials in an orderly fashion and is supportive of exploring ways to <br /> either screen or house these needed materials. <br /> I Councilmember Malone stated his recollection that the Planning Commission did not agree to <br /> I increase the FTE to 1,600 in ten years, but to recommend an increase to 1,425 in five years with <br /> a five-year review. Mr. Ringwald stated this is not his recollection of the Plmming Commission's <br /> determination. <br /> - <br /> . Don Erickson, 900 Redwood Lane, New Brighton, President of Northwestern College, stated this <br /> is a matter of interpretation and hc is grateful ifthe City approves an increase to 1,425 with <br /> - review in five years. He stated he would like to see 1,600 ultimately because he believes this is <br /> - the maximum number of traditional students on Campus. <br /> -=. Mayor Probst asked the Northwestern College representatives ifthey have questions on any <br /> - condition of approval.
