<br /> I <br /> I ARDEN HILLS CITY COUNCIL - DECEMBER 9 1996 9 <br /> II options, keep widened area of snow removal or suggest Rider Bus use a 38 foot rather than 40 <br /> foot school bus for Oak A venue and other streets that are difficult to navigate. <br /> I Lois Rem, 1370 Glenview Court, representing the Restoration Advisory Board for TCAAP. <br /> requested an update with regard to the plans for City Hall and the Maintenance Garage. <br /> I Mayor Probst explained the Council continues conversations with the National Guard about a <br /> public works project and will meet with Ramsey County shortly after the first of the year. The <br /> I National Guard is interested in pursuing this option and indicated a willingness to work with the <br /> City on both the Maintenance Building and City Hall when the land is available. Mayor Probst <br /> advised the Council has discussed how to proceed with the City Hall and there is significant <br /> I concern about moving forward on a timely basis. However, the Council is committed to move <br /> forward with new facilities for the City Hall this coming year but the Maintenance Building may <br /> - take longer. Mayor Probst advised the Council has budgeted funds to construct a new City Hall. <br /> ~ <br /> There were no other public comments. <br /> I UNFINISHED AND NEW BUSINESS <br /> .. A. Resolution #96-68, Establishing a Municipal State Aid Street <br /> Mr. Stafford advised that Fernwood Avenue was identified as a street to be included in the 1996 <br /> I improvement project but was then removed. An attempt was made to designate Colleen Avenue <br /> as an MSAS street since it was scheduled for work in 1997. Then, Colleen A venue was declared <br /> ineligible for MSAS designation. Mr. Stafford noted that the City has 5.5 miles designated but <br /> I 5.72 miles are eligible. Fernwood Avenue would take up most of that and has been identified for <br /> construction next year. The COlillcil is asked to adopt Resolution #96-68 Establishing a <br /> Municipal State Aid Street which will request MSAS designation of Fernwood Avenue and <br /> I encumber all of the available MSAS miles available to Arden Hills. <br /> I Councilmember Aplikowski asked if any other street would qualify for MSAS designation. Mr. <br /> Stonehouse stated there are no other streets to designate but may be some future roadways in the <br /> TCAAP area. It was noted this MSAS status can be redesignated to different roads in the future. <br /> I MOTION: Malone moved and Aplikowski seconded a motion to adopt Resolution #96-68, <br /> Establishing a Municipal State Aid Street. The motion carried unanimously (5-0). <br /> I B. Planning Case #96-22, Northwestern College, 3393 Snelling Avenue N. (PUD <br /> Amendment) <br /> I Kevin Ringwald, Community Development Director, advised the applicant, Northwestern <br /> ~ College, is requesting approval of an amendment to their Planned Unit Development (PUD) by <br /> changing the Full-Time Equivalent (FTE) student enrollment on campus from 1,250 to 1,600. <br /> He eXplained that on June 24, 1991, the Council approved a PUD Concept Plan for Northwestern <br /> . <br />
