CONSENT ITEM - 8B <br />-ARkEN HILLS <br />MEMORANDUM <br />DATE: September 22, 2025 <br />TO: Honorable Mayor and City Councilmembers <br />Jessica Jagoe, City Administrator <br />FROM: Jess Skalicky, Parks and Recreation Manager <br />SUBJECT: Designating Mullin Gardens <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 $80 (for Park sign) PIR - Parks <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Resolution 2025-060 Designating Certain City -Owned Property as "Mullin Gardens". <br />Background/Discussion <br />Robert (Bob) Mullin was a long-time Arden Hills resident who passed away in March of 2025. For <br />many years, he led volunteer efforts at Floral Park. He planted and maintained the large pollinator <br />garden and monarch butterfly waystation in the park. On April 15, 2025, the Parks, Trails, and <br />Recreation Committee passed a motion to recommend the City Council name the pollinator garden at <br />Floral Park to "Mullin Gardens." At both the April 14, 2025 and July 14, 2025 regular City Council <br />meetings, numerous Councilmembers mentioned their support for renaming the pollinator gardens; <br />however, no formal motion was made at either of these meetings. <br />The attached Resolution 2025-060 designates the City -owned property as "Mullin Gardens." <br />If Council adopts the resolution, City staff will order and install such signage on the property as needed <br />to reflect this designation and take such other action as needed to update the City's official website <br />and publications to reflect the same. <br />Budget Impact <br />The Park signage will be funded by the PIR — Parks fund. <br />Attachments <br />Attachment A — Resolution 2025-060 <br />Page 1 of 1 <br />
