Page 2 <br /> <br />• Outlot C: 372.05 acres <br />o Subject Property of JDA application review. In 2018, this parcel was noted to be <br />further subdivided and developed in the future as part of the Rice Creek Commons <br />development. <br />• Outlot D: 1.00 acres <br />o This parcel was dedicated to Ramsey County Parks and Recreation for the Rice <br />Creek North Regional Trail corridor along the eastern boundary of the Rice Creek <br />Commons site. <br />• Outlot E: 1.83 acres <br />o This parcel was a piece of land west of CSAH 13 for an existing retention pond. <br /> <br />The purpose of this platting process is for dedication of the public road right-of-way for the <br />Spine Road. Two large Outlots would be created as part of the plat for the future Rice Creek <br />Commons development. These Outlots would be further subdivided and replatted at the time of <br />the future development. The current platting process is not associated with any specific <br />development on the site. <br /> <br />A copy of the proposed Preliminary and Final Plat named “Rice Creek Commons Second <br />Addition” are provided in Attachments C and D. The following is a description of the proposed <br />Outlots and right-of-way dedication on the plat: <br />• Outlot A = 93.25 acres (4,062,028 s.f.) <br />o This parcel will be further subdivided and developed in the future as part of the <br />Rice Creek Commons development. <br />• Outlot B = 252.88 acres (11,015,634 s.f.) <br />o This parcel will be further subdivided and developed in the future as part of the <br />Rice Creek Commons development <br />• Rice Creek Boulevard Right-of-Way = 25.92 acres (1,128,912 s.f.) <br /> <br />Overall Subject Property Platted Area = 372.04 acres <br />Future further subdivisions of the newly created Outlot A and Outlot B within the Rice Creek <br />Commons development area would be brought forward for review by the Joint Development <br />Authority (JDA) in accordance with the TCAAP Redevelopment Code (TRC). <br /> <br />Proposed Conditions – Preliminary and Final Plat <br />The TRC incorporates by reference Chapter 11 of the Arden Hills City Code (AHC) for plat <br />approval for the purpose of design review, subject to the requirements for public infrastructure <br />per the TRC. This process includes City approval of grading/erosion control plans and utilities <br />plans. Fees or charges for public infrastructure or facilities established by or applicable to <br />subdivisions processed under the AHC shall be applied to subdivisions processed under the TRC. <br /> <br />Plan Evaluation <br />AHC Chapter 11, Subdivisions <br />1.
