Page 3 <br /> <br />Section 1130.01 states that the proposed subdivision shall conform with the City plan. As noted in <br />the background, the proposed plat is consistent with the Comprehensive Plan and meets the <br />standards of the TRC. <br /> <br />AHC Section 1130.03 and 1130.02 - Street Plan and Streets – Meets Requirements <br />Section 1130.02 addresses the arrangement, character, extent, width, grade and location of all <br />streets, however the TRC includes standards regarding the same standards and supersedes the <br />standards in 1130.02. <br /> <br />The plat is for the dedication of the public road right-of-way for the Spine Road. The Spine <br />Road will be through the Subject Property to connect Outlot A, also known as the “Thumb <br />parcel”, and County Road H to County State Aid Highway 96. The proposed public right-of- <br />way for the Spine Road is consistent with the Street Network as shown in Attachment 5 - <br />TCAAP Street Type Plan of the TRC. <br /> <br />The two Outlots that are proposed to be created would not hinder the eventual extension of <br />streets and utility services to the Rice Creek Commons development. The proposed public right- <br />of-way includes the roadway intersections for future development. <br /> <br />AHC Section 1130.05 – Meets Requirements <br />No additional public easements are required to be dedicated at this time. The need for drainage, <br />utility, and other public easements will be determined at the time Outlot A and Outlot B are <br />subdivided for future development. <br /> <br />AHC Section 1130.07 – Lots – Meets Requirements <br />The proposed plat would create Outlot A and Outlot B which will be further subdivided at the <br />time of future development. The lot standards included in the Subdivision Ordinance and <br />TCAAP Redevelopment Code would be evaluated at that time. <br /> <br />City Code does require for location, all lots shall abut by their full frontage on a publicly dedicated <br />street or a street that has received legal status as such or will receive such status upon approval of <br />the subject plat. For size, the lot dimensions in subdivisions shall not be less than the minimum <br />dimensions required to secure the minimum lot area specified in the zoning ordinance of the City. <br />The TRC does not establish minimum standards for lots. There are no standards established in the <br />AHC that would apply as those standards are only relevant in the zoning districts established in <br />the AHC. <br />
