<br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />JOINT DEVELOPMENT AUTHORITY <br />RESOLUTION NO. 2025-002 <br /> <br />RESOLUTION APPROVING A PRELIMINARY PLAT AND FINAL PLAT <br />AT RICE CREEK COMMONS SECOND ADDITION <br /> <br />WHEREAS, Applicant seeks to dedicate public right-of-way within a portion of the Twin <br />Cities Army Ammunition Plant site, also knowns as Rice Creek Commons, originally designated <br />as TCAAP Outlot C (“Subject Property”), for delineation of area necessary for City and County <br />public improvements associated with the Spine Road (the “Project”); and <br /> <br />WHEREAS, TCAAP Outlot C is a 372.04 Acre Parcel in Rice Creek Commons, also <br />known as and identified as the California Parcel on the Master Plan Land Use Map (“Plan Area”); <br />and <br />WHEREAS, the Applicant seeks to create two outlots that would be further subdivided <br />and replatted at the time of future development in accordance with the TCAAP Redevelopment <br />Code (the “TRC"); and <br /> <br />WHEREAS, Arden Hills City Staff, working as JDA Development Staff on behalf of the <br />Joint Development Authority (the “JDA”) received a land use application for the Subject Property <br />for a Preliminary and Final Plat Approval on August 15, 2025 (the “Application”); and <br /> <br />WHEREAS, the Application includes requests for Preliminary Plat and Final Plat in <br />accordance with the TRC, and is not seeking any Permitted Adjustments; and <br /> <br />WHEREAS, Section 3.5, Plat Approval of the TRC incorporates by reference the <br />requirements Chapter 11 of the Arden Hills Code (AHC) for purposes of plat approval design <br />review and such approval is subject to the requirements of the TRC standards for public <br />infrastructure; and <br /> <br />WHEREAS, Section 3.6, Hearing Requirements of the TRC requires the JDA conduct <br />public hearings for consideration of all development applications for the Plan Area; and <br /> <br />WHEREAS, the JDA Development staff have issued a report and recommendation on <br />Preliminary Plat and Final Plat which includes the determination that the Application for the <br />Subject Property meets the standards of the TRC (the “Report”) which is incorporated herein by <br />this reference; and <br />
