<br />3 <br /> <br />TCAAP Joint Development Authority (JDA) <br />The TCAAP Joint Development Authority (JDA) is chaired by a resident of the City of Arden <br />Hills and consists of two elected officials each from the City of Arden Hills and Ramsey <br />County. The JDA’s purpose is joint governance of economic development and <br />redevelopment of the Rice Creek Commons property. The JDA reviews all development <br />proposals for conformity with the TCAAP Redevelopment Code and Regulating Plan and <br />has limited land use authority for such proposals. <br />On February 6, 2023, the JDA adopted the following vision statement for Rice Creek <br />Commons: <br />The Joint Development Authority’s (JDA) vision for the Rice Creek Commons site is <br />to create economic prosperity, build an inclusive economy, have a long-term <br />sustainable development, and develop an energy forward community by providing <br />much-needed housing at a variety of income levels – including affordable housing – <br />and creating well-paying jobs. <br />In addition to a vision for the site, key policy goals have been identified as development <br />priorities. <br />• At least 20% of the total housing units will be affordable at 60% area median income <br />(AMI) or below. <br />• At least 10% of the total for-sale housing units will be eligible for Ramsey County <br />down payment assistance program (as of 2025, that means a maximum purchase <br />price of $372,600). <br />• Job creation is a key goal of the development. <br />• Ramsey County’s prevailing wage ordinance will apply to development on the site. <br />Planning Documents <br />The Rice Creek Commons planning documents lay out a vision for the site that takes <br />advantage of its location, builds on its assets, and introduces an exciting mix of new <br />development. The primary planning documents are the TCAAP Redevelopment Code <br />(TRC) and the TCAAP Regulating Plan. The City of Arden Hills 2040 Comprehensive Plan <br />also includes important information related to Rice Creek Commons. These documents <br />were created and amended based on public engagement over the course of many years. <br />Rice Creek Commons will be a cohesive mix of residential and commercial neighborhoods <br />surrounding a town center; a unique community where people can live, work and play.
