<br />5 <br /> <br />The TRC does not allow businesses that primarily provide warehousing and <br />distribution. The focus of this land use is to provide employment opportunities. <br />• Parks, trails, and green space: Approximately 25 acres is reserved for parks and <br />open space, spread throughout the development. There will be pedestrian and <br />bicycle facilities in the neighborhoods, and a paved trail is planned to extend along <br />the eastern edge of the site and will connect to the broader regional trail network. <br />There are also plans for the surrounding area that will relate to RCC. In 2020, Ramsey <br />County Parks & Recreation amended the Rice Creek North Regional Trail Master Plan which <br />includes plans to build a bike and pedestrian trail and trailhead facility with all-season <br />activities on 112 acres adjacent to RCC. With these facilities, RCC will connect to a <br />regional system of over 240 miles of trails through the Twin Cities. <br />Sustainability and Clean Energy <br />Since its inception, the JDA has laid the groundwork for RCC to be a national model for <br />innovative, sustainable development with a goal to be all-electric and carbon-free. The JDA <br />created an Energy Advisory Committee to guide this work and adopted the following vision <br />and guiding principles: <br />Rice Creek Commons Energy Vision: <br />Rice Creek Commons will be a vibrant and unique, climate-forward development <br />that aligns with the goals outlined in the State of Minnesota’s Climate Action <br />Framework: carbon neutrality, clean energy, climate resiliency, equity and <br />innovation. Rice Creek Commons will attract investment and partnership that will <br />create sustainable benefits for the community. <br />Guiding Principles: <br />• Develop a resilient community for energy and other utilities using clean energy <br />technologies, reducing consumption, and reusing local resources onsite. <br />• Implement infrastructure solutions that are flexible and scalable over 50 years, <br />including developing the site to be adaptable to future technological needs. <br />• Deliver a model of efficient energy and water usage that minimizes Rice Creek <br />Commons’ impact on the environment. <br />• Create an economically competitive and attractive environment for developers and <br />businesses to create a vibrant community with multi-modal transportation options.
