Parks, Trails & Recreation Committee – July 15, 2025 Page 13

Committee Member Seemann said the west side of Cummings Park is just weeds. It isn’t even
being mowed.

Parks and Recreation Manager Skalicky says the Maintenance Plan specifically says that area
will be mowed once per year.

Committee Member Hilding said he fully supports all these efforts. He just doesn’t want PTRC
to vote on something and then have Public Works say no.

Parks and Recreation Manager Skalicky said having the Adopt-A-Spot/Adopt-A-Park program
will remedy some of that. That will create a systematic procedure to make these things happen.
People can adopt a certain area. Once it’s part of the park plan, the area can be adopted and the
work needed in that area will already be laid out. It is not the role of the PTRC to approve planting
in parks.

Committee Member Hilding said PTRC can make recommendations that can become a part of
the plan.

Chair Dietz confirmed. The role of the PTRC it to make recommendations.

Council Liaison Rousseau asked how many plants Committee Member Seemann has that are
ready to be planted.

Committee Member Seemann thinks it is about 2,500.

Council Liaison Rousseau asked if there are any alternate locations where those plants could be
planted.

Committee Member Seemann said Chatham may be an option, assuming Public Works has
sprayed twice this year, to kill the buckthorn. She thought they were planning to spray in July but
she isn’t sure if they’ve done it twice.

Parks and Recreation Manager Skalicky said even if we have the volunteers and they are ready
to do it, there isn’t a framework in place for extremely large projects of park plantings. There needs
to be a documented, systematic process so that 10-years from now we can look back and see when
these native plants were planted and where they came from.

Committee Member Olson summarized when the framework is in place Arden Hills Greening
can adopt a park or a spot in the park. Will that always be a year out?

Parks and Recreation Manager Skalicky confirmed. Depending on what it is, planning what
will happen, what will be planted should be planned for the following year.

Committee Member Rogers said the Rotary has approval to do the work at Floral Park.

Parks and Recreation Manager Skalicky confirmed.

Committee Member Jacobson asked if we could do the same thing with Boston Scientific at
Cummings Park?
