Due to flood plain <br />restrictions, a basement would not be allowed as part of the new dwelling design. The proposed <br />dwelling has been designed with no basement and includes other additional storage to <br />accommodate the lost space. <br /> <br />The proposed new dwelling includes three levels of living space, an attached three car garage, and <br />a deck that wraps from the west side to the rear of the dwelling. The proposed new dwelling would <br />increase the living space within the dwelling and relocate garage access from the northwest <br />direction of the property to the northeast. <br /> <br />The Applicant notes the proposed dwelling includes additional safety features for the Subject <br />Property. The submitted garage design would allow for car access to turn into the driveway with <br />more distance and parking space to significantly improve the safety of vehicles in both directions <br />on Lake Johanna Blvd. The submitted front entry design would also provide pedestrian access to <br />the front door with a wall separating the path of travel from the road. <br /> <br />Proposed Redevelopment Building Site <br /> <br />The Applicant states that the proposed design is in keeping with a typical single-family home in <br />the area, especially lakeshore properties. The narrative notes that the proposed new dwelling would <br />be an enhancement to the lakeshore neighborhood while providing the Property Owner with safe <br />access to the dwelling through the front entry and driveway and additional storage that is not <br />available in a basement. <br /> <br />In the submitted narrative, the Applicant notes that the existing lot depth is a difficulty for the <br />property as it is constrained by the natural barrier of Lake Johanna and the constructed barrier of <br />Lake Johanna Blvd, a Ramsey County Road. With an average depth of 49 feet, it would not be <br />possible to construct a dwelling that could meet the front yard setback of 40 feet or rear yard
