F. Critical erosion areas - Areas on the site that have potential for serious erosion <br />• problems. <br />G. Erosion and sediment control measures - Methods to be used to control erosion <br />and sedimentation on the site, both during and after the construction process. <br />H. Permanent stabilization. How the site will be stabilized after construction is <br />completed, including specifications. <br />Storm water management - How storm runoff will be managed, including <br />methods to be used if the development will result in increased peak rates of <br />runoff. <br />I Maintenance - Schedule of regular inspections and repair of erosion and sediment <br />control structures. <br />K. Calculations - Any that were made for the design of such items as sediment <br />basins, diversions, waterways, and other applicable practices. <br />328.04 Compliance with Handbook <br />The Handbook shall be the reference for Erosion and Sediment Control Practice <br />Specifications for all Erosion and Sediment Control Plans used in the City of Arden <br />• Hills. Where, in the judgment of a Registered Professional Engineer experienced in the <br />field of Erosion and Sediment Control, site conditions warrant, or where the Practices <br />will be insufficient to control Erosion and Sedimentation for a Land Disturbance <br />Activity, the District Board may grant a variance from the use of the Handbook on a <br />case-by-case basis. The content of a variance shall be specific and shall not affect other <br />approved provisions for an Erosion and Sediment Control Plan. Any variance required <br />shall be processed by the District Board pursuant to it's procedures. <br />328.05 Permit Required <br />Except as exempted by this code, any person, firm, sole proprietorship, partnership, <br />corporation, state agency or political subdivision thereof proposing Land Disturbance <br />Activity within the city of Arden Hills shall apply to the City Administrator for an <br />Erosion Control and Sediment Plan Permit. No land shall be disturbed until the permit <br />is approved by the City Council and conforms to the standards set forth herein. A permit <br />application shall include the following: <br />Subd. 1. Application Fee. The developer shall submit an application fee as specified on <br />the City's Fee Schedule as adopted and revised annually by the City Council, from time <br />to time, by city council resolution. The fee is non-refundable and shall cover any review <br />costs accrued with in one (1) year of the date of payment. <br />• Subd. 2. Plan. The proposed Erosion and Sediment Control Plan prepared in compliance <br />with the Ramsey County Erosion and Sediment Control Handbook or any variances to <br />such handbook approved by the District Board. <br />328-4 <br />
