Market Rate Dwelling Unit. Any dwelling unit that does not meet the <br />affordable housing requirements. <br />Naturally Occurring Affordable Housing (NOAH). Existing owner -occupied <br />or rental housing units that are affordable and are unsubsidized by any <br />federal housing program. <br />Substantial Reconstruction or Rehabilitation. When the cost of <br />improvements of an affordable housing building exceeds 20 percent of <br />the value of the property, excluding land, after improvements. <br />Tenant Paid Rent. The monthly rent for an affordable dwelling unit shall <br />include rent, utility costs and any other non -optional monthly occupancy <br />charges. <br />Section 205.080 Residential Districts Overview <br />(A) Purpose. The residential districts are established to: <br />(6) Provide residential development at the minimum standards of <br />this ordinance but not to exceed the gross development densities <br />designated in the Land Use Chapter of the Comprehensive Guide <br />Plan unless approved by the City Council. <br />(E) Development of Affordable Housing in R2 and R3 Zoning Districts. <br />The following development types in the R2 and R3 zoning districts will <br />be required to provide a certain number of affordable housing units as <br />calculated in Section 20S.080 (E) (7). <br />• New developments that create at least 20 multi -family dwelling <br />units; or <br />• Substantial reconstruction or rehabilitation of an existing building <br />that contains at least 20 multi -family dwelling units; or <br />• Any change in use of all or part of an existing building from a non- <br />residential use to a residential use that includes at least 20 dwelling <br />units. <br />(7) Calculation of units and payment in lieu. The following outlines <br />the calculations of affordable units or payment in lieu required for <br />all developments that meet the standards in Section 20S.083 (D). <br />(a) To calculate the number of affordable dwelling units required <br />in a development the total number of approved dwelling units <br />shall be multiplied by five percent (S%), seven and a half <br />2 <br />
