He noted this item is reviewed by Council <br /> to assure the adequacy of off~street parking. <br /> Louis Walsh, owner of property, reviewed for Council the current lighting on <br /> site and stated it was his opinion lighting is adequate for security of the <br /> parking area. He stated he would be willing to placa additional lighting on <br /> site or modify the current liahting if recompended by Council Walsh provided <br /> Council with a copy of the current liahtina plan. The Council was also advised <br /> an off-duty police officer would be patrolling the parkina area during hours of <br /> operation. Walsh addressed the aesthetics of the building, advisina Council he <br /> plans some upgrading of the building exterior. He noted the signage will be . <br /> replaced to meet the current requirements and that he would be willing to <br /> landscape the grassy area of the site. <br /> Jim Adams, property manager, briefly reviewed his background with charitable <br /> gambling and this organization. He introduced Father Stanley Sledz of St. Pater <br /> Claver Church, and John Spencer of the Original Boosters Club, both of whom . <br /> will be applying for charitable aambling licenses for operation in this <br /> fscility. ae noted both charities currently operste in the City and have made <br /> contributions to various organizations in Arden Hills, such as local PTA"s, and <br /> the Sportsman's Club. Adams stated these charities have also contributed to the <br /> City parks fund for .uch itema a. the hockey lights and picnic shelter at <br /> CUIIIIlings Park. <br /> Adams advised an occupancy limit of 450 persons should be more than adequate <br /> for the intended use of the site. He explained the operation would provide <br /> buses for patrons, which will reduce the off-street parking to some extent. He <br /> noted the interior of the buildina will be slightly remodeled; bathrooms, <br /> carpeting, light fixtures, to comply with building codes. <br /> Kayor asked if the warehou.e portion of the building would remain empty. <br /> Adams advised tables snd chairs will be set up in that area for the bingo <br /> player. and front area will contain offiCes and .torase ~acility. <br /> Mayor asked if the building would be sprinkled. <br /> Adams stated it is not sprinkled at the present time, however they would be <br /> willina to in.tall sprinkler. if it'is recollllll8nded by the Fire Department. <br /> Hicka aaked if ,the pole bem would remain. <br /> Adams stated it Would; they plan to .trip underneath it for vehicle parkins and <br /> it will provide protection from soma vehicles during inclement weatber. <br /> Hicks asked the Planner if parking as proposed still allows for site to meet <br /> lot coverage requir...nt. or if a variance would ~ necessary. <br /> Planner stated with the current proposal the lot is at the maximum limit but <br /> within the ordinance requir-.ents in terma of coverag.. <br /> Hicks noted for the applicant that site coverage is at the maximum and while <br /> there ia area that could be paved to increase parking, Council would not be <br /> receptive to a variance request. . <br /> Sather questioned if the applicant had submitted a liahtina and landscape plan. <br /> Planner explained the Plannina Commission recommendation for submission of a <br /> lighting plan; for Council to review the current liahting on site and suggest <br /> any additions or modifications if deemed necessary. The applicant presented <br /> the Council with a current lighting plan. Hiller stated no landscape plan bad <br /> been submitted and althouah he would encouraae some plantinas on site, it may <br /> be difficult to accomplish. <br /> There was discussion regarding turnaround of buses on site. Planner noted the <br /> site could accommodate a small van-type bus turning around, the larger buses <br /> would bave to make a loop of the site to exit, however the site is Isrge enough <br /> to facilitate such a maneuver. <br />
