O CITY OF ARDEN HILLS Operations and Finance Committee Minutes Thursday, February 17, 2000 City Hall, 4364 West Round Lake Road 1. Call to Order at 7:04 p.m. 2. Roll Call: Mark Kelliher, Aaron Frederickson, Chuck Mertensotto, Ray McGraw and Charles Stoddard. Also Present: City Treasurer, Terry Post and Council Member, Lois Rem. 3. Old Business a. Sewer and Water Rates 1) It was suggested that the research the committee members conducted during the last month be reduced to writing. Chairman Kelliher volunteered himself to do this. He hopes that it will facilitate a useful discussion next meeting. 1111 b. City Assessment Policy 1) Ray McGraw told the committee about research he has conducted regarding City assessment policies. Specifically, Ray discussed the policy in Shoreview where everyone pays into a general fund for road construction. Ray also noted that the people are assessed to pay for sealing or other improvements done to the street in front of their property. a) As a benefit Ray thought it was a good idea that everyone is taxed the same rate for assessments. Further, Ray noted that this method of assessments reduces the complaints people have when their road is to be reconstructed. 2) There were questions about the viability of such an assessment policy. Terry Post addressed these concerns as well as questions whether such proposal could be accomplished under the state mandated levy limits. 3) Lois Rem was not certain about the Council's feelings on changing the current assessment policy. a) It was suggested that someone from the committee go to a Council meeting and explain the pros and cons of various assessment policies. b) Ray volunteered to represent the Committee before the Council. Ray also stated that he would inquire about the current method of garbage collection. IP 1
