O <br /> CITY OF ARDEN HILLS <br /> Operations and Finance Committee Minutes <br /> Thursday, February 17, 2000 <br /> City Hall, 4364 West Round Lake Road <br /> 1. Call to Order at 7:04 p.m. <br /> 2. Roll Call: Mark Kelliher, Aaron Frederickson, Chuck Mertensotto, Ray McGraw and <br /> Charles Stoddard. Also Present: City Treasurer, Terry Post and Council Member, <br /> Lois Rem. <br /> 3. Old Business <br /> a. Sewer and Water Rates <br /> 1) It was suggested that the research the committee members conducted during <br /> the last month be reduced to writing. Chairman Kelliher volunteered himself <br /> to do this. He hopes that it will facilitate a useful discussion next meeting. <br /> 1111 b. City Assessment Policy <br /> 1) Ray McGraw told the committee about research he has conducted regarding <br /> City assessment policies. Specifically, Ray discussed the policy in Shoreview <br /> where everyone pays into a general fund for road construction. Ray also <br /> noted that the people are assessed to pay for sealing or other improvements <br /> done to the street in front of their property. <br /> a) As a benefit Ray thought it was a good idea that everyone is taxed <br /> the same rate for assessments. Further, Ray noted that this method <br /> of assessments reduces the complaints people have when their road <br /> is to be reconstructed. <br /> 2) There were questions about the viability of such an assessment policy. <br /> Terry Post addressed these concerns as well as questions whether such <br /> proposal could be accomplished under the state mandated levy limits. <br /> 3) Lois Rem was not certain about the Council's feelings on changing the <br /> current assessment policy. <br /> a) It was suggested that someone from the committee go to a Council <br /> meeting and explain the pros and cons of various assessment policies. <br /> b) Ray volunteered to represent the Committee before the Council. Ray <br /> also stated that he would inquire about the current method of garbage <br /> collection. <br /> IP <br /> 1 <br />
