Ray noted that North Saint Paul only accepts two collection contracts. <br /> Under this process, any refuse collection company submits bids to the <br /> City. The two companies hired then bill the City, who in turn bill the <br /> residents. <br /> b. Terry Post said that in New Brighton, any company could pick up garbage. <br /> However, these companies are limited as to what days they can collect. <br /> He said this might help reduce the nuisance garbage cans sometimes create. <br /> 5. New Business—NONE <br /> a. Staff Update <br /> 1) Terry Post—Staff Update <br /> a) Residential water meters are being installed. Noted that there are <br /> some discrepancies between the remote reader and the meter <br /> reading. Terry also noted that this is an opportunity for the City <br /> to inspect residential sump pumps. <br /> 11. b. Lois Rem—Council Update <br /> 1) Noted the creation of the Ingerson Neighborhood Road <br /> Improvement Design Review Group. <br /> 2) Bethel College park update. The Council approved the plan. <br /> There will be two softball fields, two soccer fields and six <br /> tennis courts. Lois noted that a few area residents were upset. <br /> 6.
