CITY OF ARDEN HILLS <br /> MEMORANDUM FILE (10) <br /> DATE: November 9, 1999 <br /> TO: Operations and Finance Committee Members <br /> FROM: Dwayne Stafford, Public Works Director <br /> SUBJECT: Operations and Finance Committee,November Agenda <br /> Background <br /> The Operations and Finance Committee reviewed a request to extend the "No Parking During <br /> School Hours" zone past the Dondlinger residence on Gramsie Road. At its October meeting, <br /> committee members were briefed on the attached current ordinance that the Public Works <br /> Director indicated addresses most"on street"parking issues already. <br /> Following discussion of the Dondlinger request, Mr. Stafford agreed to contact City Attorney <br /> Filla for an opinion on the enforceability of the current parking ordinances as they are written. It <br /> was Mr. Filla's opinion that Section 26-3C of the ordinance would be difficult to enforce, and the <br /> simplest solution in the Dondlinger situation would be to add more signs. <br /> • One additional note for committee consideration in the Dondlinger situation is that the car <br /> parking in front of her house is actually parking on the opposite side of the street, although <br /> technically in front of her house. <br /> New Parking Petition Request <br /> Enclosed is a petition from Therese Galatowitsch requesting the City to prohibit parking on <br /> Chatham Avenue near Valentine Hills Elementary School. The petition is the result of <br /> conversations with Ms. Galatowitsch in which I indicated that a neighborhood petition would <br /> have more impact on the Operations and Finance Committee than only her individual request. <br /> Policy Statement <br /> The Operations and Finance Committee may wish to develop a comprehensive statement/policy <br /> on addressing "No Parking' requests, which would eliminate some of the discussion and treat all <br /> requests in a uniform manner. <br /> Assessment Policy <br /> Several discussions at past meetings have referred to the City's Assessment Policy, which the <br /> committee has ranked as their number two priority to review. Attached is a copy of the policy. <br /> City Entry Signs <br /> Committee members have asked where City entry signs would be placed. Enclosed is a copy of <br /> • the proposed locations from the City's Comprehensive Plan Update recently completed. <br />
