Call to Order @ 7:00pm <br /> Members Present: Aaron Frederickson, Mark Kelliher, Chuck Mertensotto, Ray <br /> McGraw, Terry Nygaard, Charles Stoddard, Clayton Zimmerman <br /> Also Present: Counilmember Beverly Aplikowski, Acting City Administrator <br /> Terry Post, Public Works Director Dwayne Stafford <br /> *Everyone introduced themselves <br /> 2. Approval of Minutes from the October 21, 1999 meeting <br /> 3. New Business <br /> a. Signage in the City of Arden Hills-Arden View Court signage <br /> 1) Dwayne explained that he has seen a presentation on <br /> signage from the Minnesota Department of Transportation. This video <br /> �ncluded that evidence indicates that the more signs that are erected the <br /> ore either people do not see the sign or ignore it (a.k.a. "Sign <br /> Blindness") <br /> 2) Dwayne said that the cost of a sign is roughly $70, <br /> the post roughly $12 with a 1/2 hour labor per person (2 crew members) at a <br /> cost of roughly $25 for a grand total of roughly $107 per sign. <br /> 3) The committee discussed the issue of additional <br /> signage on Arden View Court <br /> a) Ray McGraw proposed that anybody who <br /> requests a sign in their neighborhood get a sign. The proposal failed by a <br /> 6-1 margin. <br /> b) Several members of the committee <br /> proposed that the"Committee recommends the city adopt a policy that allows <br /> placement of a dead end sign by petition of 75% of affected residents." The <br /> committee adopted the proposal by a 7-0 (unanimous vote). <br /> b. Student Parking in the Shorewood Hills area <br /> 1) The committee discussed the issue at great length <br /> 2) Dwayne Stafford offered to check with the city <br /> attorney o the enforceability of the current parking policy, especially <br /> subparagraph c <br /> 3) The committee decided not to tale action on the <br /> issue until consultation with the city attorney. <br /> c. Street light-1418 Indian Oaks Trail <br /> 1) The committee discussed the issue <br /> a) It was determined that there are no <br /> known costs to the city under the proposal from the resident at 1418 Indian <br /> Oaks Trail <br /> b) The committee reviewed the history <br /> of the street light issue. (Council member Paul Malone provided the <br /> committee with a brief history of the issue in the city of Arden Hills). <br /> c) A proposal was made that the <br /> ommittee recommends the city continue to follow current street light <br /> actice which is to only have street lights at needed intersections."
