DRAFT <br /> • CITY OF ARDEN HILLS <br /> OPERATIONS AND FINANCE COMMITTEE <br /> CITY HALL,4364 WEST ROUND LAKE ROAD <br /> MEETING MINUTES,THURSDAY, OCTOBER 21, 1999 <br /> CALL TO ORDER <br /> Pursuant to due call and notice thereof, Chair Kelliher, called to order the regular meeting of the <br /> City's Operations and Finance Committee meeting at 7:00 p.m. <br /> Present: Aaron Frederickson; Mark Kelliher, Chuck Mertensotto, Ray McGraw; Terry <br /> Nygaard; Charles Stoddard; and Clayton Zimmerman <br /> Absent: Council Liaison Beverly Aplikowski; and Staff Liaisons Terry Post Dwayne <br /> Stafford. <br /> Those committee members present made introductions. <br /> APPROVAL OF MINUTES <br /> A motion was moved and seconded to approve the minutes of the October 21, 1999 committee <br /> meeting as presented. Motion carried unanimously (7-0). <br /> • NEW BUSINESS <br /> a. Signage in the City of Arden Hills—Arden View Court signage <br /> 1. Mr. Stafford explained that he has seen a presentation on signage from the <br /> Minnesota Department of Transportation. This video concluded that evidence <br /> indicates that the more signs that are erected,the more people either do not see the <br /> sign or ignore it(a.k.a. "sign blindness"). <br /> 2. Mr. Stafford said that the cost of a sign is roughly $70, the post roughly $12 with <br /> a %2 hour labor per person(2 crew members) at a cost of roughly $25 for a grand <br /> total of approximately $107 per sign. <br /> 3. The committee discussed the issue of additional signage on Arden View Court. <br /> A. Ray McGraw proposed that anyone who requests a sign in their <br /> neighborhood get a sign. The proposal failed by a 6-1 margin. <br /> B. Several members of the committee proposed that: <br /> "The committee recommends that the City Council adopt a policy that <br /> allows placement of a"Dead End" sign by petition of 75% of affected <br /> residents." The committee adopted the proposal by a 7-0, unanimous vote. <br /> b. Student Parking in the Shorewood Hills area <br /> 1. The committee discussed the issue at great length. <br /> 2. Mr. Stafford offered to check with the City Attorney on the enforceability of the <br /> • current parking policy, especially subparagraph C. <br />
