<br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, September 22, 1986 <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Absent: <br />Also Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy <br />Hansen, Gary Peck, Thomas Sather. <br />None. <br />Public Works Supervisor Robert Raddatz, Treasurer <br />Donald Lamb, Clerk Administrator Charlotte McNiesh and <br />Deputy Clerk Catherine Iago. <br /> <br />. <br /> <br />Approval of Minutes <br />Sather moved, seconded by Peck, that the minutes of the September 9 Council <br />Meeting and the September 13 Joint Meeting with Shoreview be approved as <br />submitted. Motion carried unanimously. (5-0) <br /> <br />Business from the Floor <br />None. <br /> <br />1987 BudKet <br /> <br />Finance Committee Recommendations <br />Council was referred to the recommendations of the Finance Committee (Minutes <br />of 9/18/86) and to transparencies of the attached summaries: <br /> <br />Budget Adjustments - General Fund <br />Budget Adjustments - Utility Fund <br />Net Effect on Tax Levy <br /> <br />McNiesh summarized the Finance Committee recommendation for the proposed <br />revised levy as follows: <br /> <br />General Fund <br />Shade Tree Disease <br />~ater Utility <br />TOTAL <br /> <br />$938,685 <br />7,945 <br />35,000 <br />$981,630 <br /> <br />McNiesh explained with this proposal the mill rate for 1987 would be 3/4 mill <br />or 8% over the 1986 rate and that less than 10% of total property taxes paid <br />goes to Arden Hills. She stated the $150,000 increase over the 1986 estimated <br />budget, was due to increased costs in the areas of Police Protection, Animal <br />Control, Fire Protection and Park Maintenance. <br /> <br />Mayor Woodburn asked the Councilmembers if they had any items for discussion. <br /> <br />Enaineerina Study - Public Works <br />Hansen questioned the amount of $10,000.00 proposed for an engineering study <br />which will determine the condition of the streets and what type of <br />repair/reconstruction is necessary. <br /> <br />. <br /> <br />Hicks asked if there was any data available regarding the results of this type <br />of study and how effective it was. <br /> <br />Public Works Supervisor Raddatz explained the process used, however, he advised <br />he was not aware of test results. He suggested contacting the Engineer and <br />requesting this data be provided for Council review. <br /> <br />Hicks moved, seconded by Peck, that the amount of $10,000.00 be deleted under <br />Item #303, Public Works Engineering Fees, from the 1987 Budget. Motion failed. <br />(Hicks, Woodburn voting in favor; Hansen, Peck, Sather voting in opposition) <br />(2-3) <br /> <br />Sather thought the study would help Council recognize problem areas and assist <br />staff in projecting a long term plan for street repair/reconstruction. Hansen <br />concurred and asked the Engineer to provide support data before actually <br />spending the money. Sather requested Raddatz to get a list of references from <br />other cities. <br />
