<br />Minutes of Regular Council Meeting, September 22, 1986 <br />Page 2 <br /> <br />Self SustaininR Recreation <br />Mayor Woodburn referred to page 3 of McNiesh's transmittal letter re transfer <br />of funds in 1986 and 1987 from General Fund to Self Sustaining Recreation Fund. <br />He noted the $2,800 increased in funds transferred, and suggested the Park <br />Director submit a proposal for replenishing that amount, Woodburn suggested an <br />increase in fees for programs. <br /> <br />Hicks thought the adult softball fees might be raised, as the teams are usually <br />sponsored by local businesses. Peck said a cost analysis of this program <br />prepared by Buckley indicated its fees more than covered costs. <br /> <br />Sather advised the adult softball fees were raised in 1984 and are currently <br />higher than most surrounding communities. <br /> <br />. <br /> <br />Hansen explained that some programs are shared jointly with other cities. She <br />did not feel Arden Hills residents should pay more for programs than <br />neighboring cities. <br /> <br />Hicks moved, seconded by Peck, that Council direct Parks Director Buckley to <br />submit a proposal to increase fees for programs in 1987 which would increase <br />total gross revenue in the Self Sustaining Recreation Fund by $2,800, Motion <br />carried. (HiCks, Peck, Woodburn voting in favor; Hansen, Sather voting in <br />oPposition) (3-2) <br /> <br />Park Fund - Capital Outlav Expenditures <br />There was discussion re improvements at Cummings park for Hockey Rink, Lights <br />and Shelter and the expenditures for grills at parks in the city. Sather noted <br />that there were no skating facilities in the north area except at Wilson park <br />in Shoreview, Woodburn said he would like to see more money used to develop <br />trails. <br /> <br />Parks Maintenance - Replacement of Dump Truck and Tractor <br />Council discussed the replacement of the 4 x 4 Dump Truck and Case Tractor, <br /> <br />Council recessed for 10 minutes to inspect the vehicles. <br /> <br />After viewing the vehicles, Woodburn and Hansen favored keeping the current <br />equipment, Hicks suggested leaving replacement of vehicles in the budget and <br />establishing a reserve fund for replacement, if necessary, in 1987, <br /> <br />Hicks moved, seconded by Hansen, that Council concur with the Finance Committee <br />recommendation for replacement of Park Maintenance Vehicles by budgeting for <br />them in 1987, and that funds by placed in a General Fund Reserve until Mayor <br />June of 1987, when Council reevaluates replacement of the vehicles, <br /> <br />In discussion, the Treasurer expressed concern re placing monies in a <br />contingency fund rather than specifying how they will be spent. Lamb stated if <br />funds were available, in a type of contingency fund, employees may request to <br />use the monies for other purchases, <br /> <br />Raddatz objected to the implication that employees would make requests for <br />purchases only because the funds were available and expressed a need to plan <br />ahead, <br /> <br />Lamb explained that his comments were not of a personal nature, they referred <br />only to sound budgeting procedures. <br /> <br />. <br /> <br />Sather moved to amend the motion that the reevaluation of the vehicles be done <br />in March, or after the last major snowfall, in order to provide more time for <br />staff to place an order and receive equipment prior to the 1987 snow season, if <br />replacement is deemed necessary, Amendment to the motion carried unanimously, <br />(5-0) <br /> <br />Original motion carried. (Hicks, Hansen, Peck, Sather voting in favor; Woodburn <br />voting in opposition, (4-1) <br /> <br />Levy Limit <br />Hansen proposed Council consider levying the maximum amount for 1987, in view <br />of projected expenditures, such as: water tower, sewer interceptor, Fire <br />contract, fourth fire station and equipment, repair of Snelling Avenue, <br />historic decrease in State revenues, historic increase of insurance costs, and <br />anticipated wage increases due to Comparable Worth. She recommended that <br />additional amount be added to Fire Protection Budget, <br />
