(5-0) <br /> <br />. <br /> <br />REPORT OF VILLAGE PLANNER ORYLN MILLER <br /> <br />Case #86-29, Parkina Setback and Site Coveraae Variances for Parkina Lot <br />Expansion, 1315 Red Fox Road, Nielsen and Associates Realty, Inc. <br />Council was referred to Planning Commission minutes of 9-3-86 and to Planning <br />memo (8-25-86). <br /> <br />Tim Nelson, Nielsen and Associates, displayed an illustration of the Snelling <br />Avenue view of the parking and building. He noted that the vehicles would not <br />be.visible from Snelling Avenue, and that he would be placing three additional <br />pine trees along the edge of the proposed parking. Nelson advised that because <br />the building is bordered on three sides by public right-of-way he feels the <br />City, as well as the building occupant, will benefit by keeping vehicles on <br />site. <br /> <br />Mayor Woodburn reviewed history of this site. He stated the applicant is asking <br />the City to alleviate a self-created problem. <br /> <br />Councilmembers Sather and Hicks felt that change in that area has produced more <br />office oriented tenants. Both felt parking increase would benefit the City. <br /> <br />Hicks asked that the record show Council has been tolerant of the applicant's <br />requests, however, if tenant parking needs increase Council would have a <br />tendency not to be as receptive or tolerant of the situation. <br /> <br />Hansen moved, seconded by Sather, that Council approve a variance from parking <br />setbacks requirements and a variance from minimum landscape lot area <br />requirements (2-1/2 percent), contingent upon the following conditions, as <br />recommended by the Planning Commission: 1) Written verification from MN/DOT, <br />granting permission to grade and install plantings along Highway 51 <br />right-of-way. be provided by the applicant and, 2) Relocation of existing <br />plants, as shown on Plan. be accomplished. <br /> <br />In discussion, Mayor Woodburn expressed concern regarding the lighting on this <br />building interfering with motorists vision along Highway 51. <br /> <br />Woodburn moved to amend the motion to add the following condition: 1) Lighting <br />on building be directed in such a way that it no longer infringes on motorists I <br />vision on Snelling Avenue. as per approval of the Planner. Hicks seconded the <br />motion. Amendment to the motion carried unanimously. (5-0) <br /> <br />Original motion carried. (Hansen. Sather, Hicks, Peck voting in favor; <br />Woodburn voting in opposition) (4-1) <br /> <br />Case #85-15, Special Use Permit for FilIon Lots 6, 7 and 8 - Lakeshore <br />Homesites, David Cmiel <br />Council was referred to Planning Commission minutes of 10-2-85. <br /> <br />Miller reviewed history of this case and stated that even though steep slopes <br />have been created, erosion has stabilized and to disturb now may cause more <br />
