<br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, August 25, 1986 - 7:00 P.M. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:00 p.m. Council discussed, at a closed meeting, the John J. Kenna, <br />Jr. and Siems Bros. Inc. vs. County of Ramsey and City of Arden Hills <br />litigation with Attorney Robert Plunkett. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy Hansen, <br />Gary Peck <br />Councilmember Thomas Sather <br />Attorney Robert Plunkett, Engineer Barry Peters, Public Works <br />Supervisor Robert Raddatz. Clerk Administrator Charlotte McNiesh, <br />Deputy Clerk Dorothy Zehm <br /> <br />. <br /> <br />Absent: <br />Also Present: <br /> <br />The open portion of the meeting was1cal1ed to order at 7:34 p.m. <br /> <br />Approval of Minutes <br />Hansen moved, seconded by Hicks, that the minutes of the August 11 Council <br />meeting be approved as amended. Motion carried unanimously. (4-0) <br /> <br />Business from the Floor <br />None. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN, BARRY PETERS <br />(Christoffersen absent) <br /> <br />Retainin2 Wall and Yard Repair at 4508 N. Hamline Avenue <br />Council was referred to Councilmember Hansen's memo of 8/15/86, and to Peter's <br />letter of 8/21/86. Peters explained that the property owner wants a level <br />lawn; was originally concerned about the style of retaining wall specified, but <br />is now satisfied with the wall style. Peters explained that the approximate <br />140 s~f. of wall along Hamline (approximately $1,100) is eligible for MSA <br />funds; the approximate 150 s.f. of wall along the driveway (approximately <br />$1,200) is outside the right-of-way, and not eligible for MSA funds. <br /> <br />Mr. Glomski said that, after seeing the stakes in place, he does not see as <br />much need for a wall south of his driveway; can live with a slope there; wants <br />a wall north of his driveway. Glomski noted that he had originally intended to <br />construct about 30' of retaining wall and slope the rest, but a combination of <br />retaining wall and slope would be difficult to maintain. Glomski said he wants <br />the retaining wall from the driveway to his north property line. <br /> <br />In discussion, it was noted that the City may receive similar requests from <br />others along Hamline Avenue where properties have been disturbed; some are <br />concerned about tree replacement and other corrective measures. <br /> <br />Hansen moved, seconded by Hicks, that Council approve the $1,100 addition to <br />the contract for the retaining wall at 4508 N. Ham1ine Avenue; wall to extend <br />from driveway to north property line. Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Bid Award - Sealcoatin2 <br />Council was referred to Peter's letter of 8/25/86 and to tabulation of the two <br />bids received for 1986 Bituminous Sealcoating. <br /> <br />Hicks moved, seconded by Peck, that Council award the contract to the low <br />bidder, Bituminous Roadways @ $31,747.00. Motion carried unanimously. (4-0) <br /> <br />Combined Impr. No. SS-83-6 and W-86-2 <br />Letter re Northda1e Contract <br />Council was referred to letter from Northdale Construction Co., Inc. <br />(8/18/86) requesting return of their bid bond and their release from their <br />contractual obligations on the sewer/water project. <br /> <br />Peters reported that Metro Council has awarded its bid for their portion of <br />the sewer work. <br />
