In discussion, the locations of the tower <br />anchor, within the easement area, was queried and the $3,500 cost estimate <br />for relocation of the anchor. <br /> <br />NaeRele Easement <br />Council was referred to Lynden's letter of 8/21/86 re Easement No. <br />8S-83-6-01, suggesting that the City accept Naegele's Right of Entry <br />Agreement now, and resolve the easement damages at a later date. <br /> <br />. <br /> <br />Council discussed the possible deferment of the project until the required <br />easements are obtained. Peters noted that temporary provisions would have <br />to be made to serve Edgewater Estates with sewer, water and road access; <br />noted the gravel access road to the apartment would be lost when the <br />sewer/water project goes ahead; noted these temporary measures will add to <br />the project costs. ) <br /> <br />Raddatz reported that <br />overflow at times, but <br />without major repair. <br />station last year. <br /> <br />the lift station will need repairs soon; station does <br />will probably run for another year, hopefully <br />Raddatz said they made some control repairs at this <br /> <br />After discussion, Council concurred to delay the project. (4-0) <br /> <br />Hicks moved, seconded by Peck, that Council authorize the City Attorney to <br />notify Vaughan of the project delay, request that the required easement be <br />granted, and advise Vaughan that the City will pay its share of the cost <br />for relocation of the guy wire anchor if the anchor location, within the <br />easement, was previously given City approval. Motion carried unanimously. <br />(4-0) <br /> <br />Council requested that Lynden proceed with easement negotiations with <br />Naegele and keep Council advised of the status. <br /> <br />Peters explained that Met Council will proceed with their portion of the <br />project; City will subsequently connect to its stub; noted the delay will <br />not affect Met Council's project. <br /> <br />Approval of Plans and Specifications and Advertisement for Bids - Water <br />Tower <br />Peters explained that the plans include two different tower style <br />alternates and two tower size alternates (1 and 1-1/2 million gallon tanks) <br />for each. Bid opening is tentatively scheduled for 9/29/86 and bid award <br />at meeting of October 13, which will mean that footings could be put in <br />this fall. <br /> <br />After discussion, Hicks moved, seconded by Peck, that Council approve the <br />Plans and Specifications and schedule the bid opening on October 3 and bid <br />award on October 13. Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Status Report - .Impr. No. P-85-3, Hamline Avenue Phase II <br />Council was referred to Peter's letter of 8/21/86. Peters noted that the <br />contractor has asked to proceed with a portion of the project proposed for <br />1987 construction; would like to construct the curb and gutters, driveways <br />and the bottom two lifts of bituminous this year. Peters noted that the <br />final bituminous wearing course, the sidewalks and restoration and <br />plantings would be done in 1987 as proposed. Peters said the one-year <br />guarantee will not be moved up. <br /> <br />McNiesh reported the MSA funds available in 1986. 1987 and 1988. It was <br />noted that if the project is finished in 1987, all of 1987 MSA can be used <br />plus 40% of 1988 funds; if project is continued into 1988, City can <br />
