'-

~

Minutes of Special Joint Council Meeting
Shoreview City Hall
August 23, 1986
Shoreview City Hall

Call to Order
Pursuant to due call and notice thereof, a Special Meeting of the City Councils
,of the Cities of Shoreview and Arden Hills was called to order by Mayor Richard
A. Wedell, at the City Hall, 4665 North Victoria, Shoreview, MN, August 23,
1986, at 9:38 a.m.

Roll Call
Present: Councilmembers Hansen, Sather, Clerk Administrator Charlotte
McNiesh
. Shoreview Mayor Wedell, Councilmembers McGraw, Sundberg and Weyandt

Construction of Joint Fire Station
The purpose of the meeting was to discuss the possibility of jointly
participating in the construction of a fire station to serve the southern
portions of our communities.

Councilmember Hansen expressed concern about ending up with multiple contracts
with Lake Johanna. She stated that Fire Consultant Bill Quirk had been very
positive about using the existing stations and joining with Shoreview for the
construction of another fire station.

Councilmember Sather said Arden Hills needs to cover the central and southern
areas of their community. He stated that the next option is to join with
Shoreview for a station in the southern part. There are two ways that Arden
Hills can do this.

1. Arden Hills can enter into a contract with Lake Johanna and have
them lease space to Arden Hills.
2. Arden Hills could participate with Shoreview in the building,
equipping, and manning of the station.

There was concern expressed about the number of parties being involved and the
possibility of eJperiencing further delays in the construction of the station.

Councilmember Hansen stated some of the alternatives that were discussed in the
construction or changing locations for a fire station to serve just Arden
Hills. She stated that it would be advisable to have one station in a central
location to serve both communities acknowledging the basic problem that there
is no one good location.

BudRet for Fire Station
Councilmember Weyandt initiated a discussion regarding how the cities would pay
for this. He suggested budgeting for individual stations such as Station #1
would be the complete responsibility of Arden Hills; Station #2, the financial
responsibility would be split between Shoreview and North Oaks; Station #3
would be the responsibility of Shoreview; and Station #4 would be split between
Arden Hills and Shoreview. Specific equipment for specific areas would be paid
for by the main employers. This could be advantageous to various employers in
the City if specific equipment would reduce insurance rates. Councilmember
Sather said this may have potential if we could identify the savings.

,
