<br />. <br /> <br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hills <br />..Monday, July 14, 1986 - 7:30 P.M. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Dale Hicks, Nancy Hansen, <br />Gary Peck, Thomas Sather <br />None <br />Attorney James Lynden, Engineer Donald Christoffersen, Planner <br />Orlyn Miller, Public Works Supervisor Robert Raddatz, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />. <br /> <br />Absent: <br />Al$o Present: <br /> <br />Approval of Minutes <br />Sather moved, seconded by Peck, that the minutes of June 30 be approved as <br />amended. Motion carried unanimously. (5-0) <br /> <br />Business from the Floor <br />Lieutenant Jerry Bergeron, Acting Division Commander, and Deputy Sheriff Frank <br />Herbst, Ramsey County Sheriff's Department, were present; advised Council of <br />their availability and assistance should a problem arise or Council desires <br />information. <br /> <br />REPORT OF VILLAGE A'ITORNEY JAMES LYNDEN <br /> <br />Case No. 86-12. Special Use Permit, Two Family Dwellin~ - Jon and Joan Finn <br />Council was referred to Lynden's letter of 7/11/86 and draft of Special Use <br />Permit -- Case No. 86-12. <br /> <br />Hansen moved, seconded by Peck, that Council approve Special Use Permit - Case <br />No. 86-12, as submitted. Motion carried unanimously. (5-0) <br /> <br />Petition for Writ of Mandamus - Southeast Corner of County Road E and Snellin~ <br />Avenue <br />Council was referred to Lynden's letter of July 11, 1986 re: John J. Kenna, <br />Jr. et al vs. County of Ramsey and City of Arden Hills. <br /> <br />Lynden asked Council for some indication on how to proceed; noted that the <br />hearing on the Petitioner's Petition is to be held on July 29, 1986. Lynden <br />reported he talked to Pat Kelly, Attorney for the Plaintiff's; reported no <br />figure was given; reported there has been no communication relative to the <br />City's offer of $5,000 for the underlying fee; noted the response is the <br />lawsuit. <br /> <br />After discussion, Lynden was authorized by Council to defend the City in this <br />matter; maximum cost of defense was estimated by Lynden at $650.00. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />. <br /> <br />Sanitary Sewer Service - Chris Carlsen, 1977 Thom Drive <br />Christoffersen reported his estimate to put in a sewer service at 1977 Thom <br />Drive is $415.00, which includes two hours to look for service, gravel and <br />patch, sewer pipe, and cut-in for a Y; suggested that if compensation is made <br />to Carlsen, it should be $415 less the stub charge which was $50 at the time of <br />the improvement. <br /> <br />Mrs. Carlsen said they obtained an estimate from their contractor; contractor <br />looked at the blue prints and found the stub; reported that two people from the <br />City watched him look for the stub, and they also assumed the stub was there. <br />Carlsen said their bill was for eight hours of labor, the backhoe at $55/hour, <br />and nine hours of looking for stub; said they have $2,400 invested in this now; <br />said this includes the time to look at the prints. Carlsen said they paid more <br />for the lot because the sewer stub was supposedly there. <br /> <br />After discussion, Carlsen was requested to submit a detailed description of the <br />work done, and Christoffersen was asked to submit detail of types of things <br />
