July 14 <br />Page 2 <br /> <br />. <br /> <br />necessary to complete the connection and build the stub as shown on the "As <br />Built" Plan", for review by Council on July 28. <br /> <br />It was explained that the Council wants to know the costs, over and above the <br />normal sewer connection cost, if stub had been in place as shown on the plan; <br />City cannot pay for the entire sewer connection. <br /> <br />Glenview Avenue Storm Sewer <br />,Ghristoffersen reported that he has reviewed his previous (June 6, 1979) <br />proposal with Public Works Supervisor Raddatz; reported that there has not been <br />much change since his investigation at that time. <br /> <br />Christoffersen suggested construction of a berm from driveway to north side of <br />Caniff home; noted some erosion caused by drainage; noted that a pipe <br />installation would cause destruction of existing tree growth; noted that the <br />house is sited very low on the lot. Christoffersen said cost estimate was <br />$10,000 in 1979; guessed it would probably cost $15,000 to $20,000 at today's <br />prices for the proposed solution to this drainage problem. <br /> <br />. <br /> <br />In discussion. Christoffersen said, because of the steep grade, he recommends a <br />catch basin and a pipe; noted that the house is lower than the curb, as sited. <br />Concern was expressed relative to Valentine Park; would like to see the water <br />directed around the park. Christoffersen explained that a flatter grade <br />requires a wider pipe; this will not solve the problem of water coming back <br />into the park from the lake, without raising the elevation of the park. <br /> <br />It was suggested that the street seems to be the problem; flash type rains in <br />major storms overflow the catch basin, and the distance between the houses is <br />narrow, and the grade is steep. It was suggested that perhaps two large catch <br />basins, plus a larger pipe, may be needed. <br /> <br />After discussion, Hicks moved, seconded by Hansen, that <br />engineering study including elevations across the park. <br />unanimously. (5-0) <br /> <br />Council authorize an <br />Motion carried <br /> <br />Council referred the matter of possibly raising the elevation of the park to <br />Parks Director Buckley and the Parks and Recreation Committee. <br /> <br />Bid Award for Combined Improvements Nos. 83-6 and 86-2. New Bri~hton <br />Interceptor and Truhler Addition Water <br />Christoffersen reported they are negotiating now for easements with property <br />owners; reported the low bid received by Metro Waste Control Commission for <br />their portion was $750,000. Engineer's estimate was $650,000 sO MWCC bid was <br />delayed pending approval of increased cost. Christoffersen suggested that the <br />bid award be postponed to end of month pending award of bid by Metro Waste for <br />its portion of the project. (Will obtain extension, in writing, from the low <br />bidder) . <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 86-20, Amended Special Use Permit - Athletic Field Li~htin~ at Mounds <br />View HiRh School <br />Council was referred to Planning memo (6/19/86) and Planning Commission <br />recommendations (minutes of 7/2/86). Miller noted that the proposal is to <br />install four light poles, each 70 feet in height; each pole will have 12 light . <br />fixtures aimed to maximize the lighting on the field and minimize spillover <br />into adjacent areas. Miller reported that the concerns of the Planning <br />Commission were light spillover, and crowd control; reported no negative <br />comments from the public; reported the Planning Commission recommends approval, <br />with the following conditions: <br /> <br />1. The safety and welfare of adjacent neighborhood is not adversely <br />affected by the installation of the lights. <br />2. Impact of the lights be reviewed after one year of use. <br />3. Curfew for use of lights be imposed at not later than 10:30 p.m. <br />
