<br />Minutes of Regular Council Meeting, July 14 <br />Page 6 <br /> <br />It was noted that the warehouse is not really on County Road E, but adjacent to <br />the railroad; office portion will be the most visible to County Road E and <br />Connelly Avenue. <br /> <br />After discussion, Sather moved to amend the motion, deleting the condition that <br />the exterior of the warehouse be of decorative masonry material. Motion was <br />seconded by Peck. Motion carried (Sather, Peck, Hansen voting in favor of the <br />amendment; Hicks, Woodburn voting in opposition) (3-2) <br /> <br />Original motion carried (Sather, Peck, Hansen, Woodburn voting in favor; Hicks <br />voting in opposition ) (4-1) <br /> <br />Status Report - Report re Noise and Air Pollution, Round Lake Road West. <br />Council was referred to letter complaint (5/19/86) re Indykiewicz property. <br /> <br />. <br /> <br />Miller reported that he has observed the situation and finds a number of <br />nuisances and code violations; reported that he has requested PCA assistance <br />relative to whether the odor and dust complaints violate standards; reported no <br />progress to date; is not optimistic that we will get assistance from PCA. <br /> <br />Miller reported several apparent code violations: <br />exterior storage of vehicles and debris. <br />encroachments on right-of-way and setbacks. <br />haul road and driveway treatment violations. <br />nuisance violations - blowing dirt, noise, unsightly weeds, etc. <br /> <br />Miller suggested that the City probably owes other property owners in the area <br />some compliance by this operation; suggested that, if Council wishes him to <br />pursue compliance, the matter be referred to Attorney Lynden for his opinion <br />relative to appropriate enforcement procedure. <br /> <br />After discussion, Council concurred that Indykiewicz be advised by letter of <br />the apparent code violations, requesting his cooperation, and advising that he <br />notify the City as to the time frame he anticipates City can expect compliance. <br /> <br />Ordinance No. 240, Final Readin~ <br />Hicks moved, seconded by Peck, to waive the Final Reading and adopt Ordinance <br />No. 240, AN ORDINANCE REGULATING THE USE OF ALARM SYSTEMS, ESTABLISHING USER <br />'FEES; ESTABLISHING A SYSTEM OF ADMINISTRATION OF SUCH ALARMS; AND PROVIDING <br />PENALTIES FOR FALSE ALARMS. Motion carried unanimously. (5-0) <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />7/9/86 - <br />7/14/86 - <br /> <br />$680,000 at First Minnesota @ 6.40% interest, to mature <br />10/14/86. <br />$189,393.18 at Twin City Federal @ 6.01% interest, to mature <br />9/15/86. <br /> <br />Sather moved, seconded by Peck, to ratify the Treasurer's report. Motion <br />carried unanimously. (5-0) <br /> <br />Plannin~ Commission ResiRnation <br />Hicks moved, seconded by Hansen, that Council accept with regrets the <br />resignation of Mary Alice Slick from the Planning Commission; noted that she . <br />has been an outstanding member. Motion carried unanimously. (5-0) <br /> <br />Cable TV Committee Recommendations <br />Council was referred to minutes of the Cable Communications Citizens' Advisory <br />Committee meeting (7/10/86). <br /> <br />Special Fund for Cable TV Revenues and Expenditures <br />Sather moved, seconded by Hansen, that Council establish a special fund to <br />receive franchise fees from Group W, to be used, but not limited to, <br />purchase of additional equipment and repair and replacement of equipment. <br />Motion carried unanimously. (5-0) <br /> <br />Rebroadcast of Council MeetinRs <br />Council concurred to try rebroadcasting Council meetings. <br />
