<br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to
<br />order, at 7:30 p.m,

<br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN
<br />
<br />Improvement No. P-85-3, Hamline Avenue, Phase II
<br />Council was referred to Christoffersen's letter of 6/27/86 and attached bid
<br />tabulation for Impr. P-85-3, Christoffersen reported that the bids ranged from
<br />a low bid of $872,648,23 to a high of $970,968.99; noted that the bids include
<br />alternatives for planting and sidewalk on the east side of Hamline Avenue,
<br />Christoffersen recommended award of the contract to the low bidder, Forest Lake
<br />Contracting, Inc.; explained that the extra granular material in the road
<br />subgrade was recommended by the testing company, causing an increase of about
<br />$95,000 over the original report estimate.
<br />
<br />In discussion, concern was expressed relative to the cost of the project.
<br />Council was referred to a petition, with about 17 aignatures, which had been
<br />submitted previously, opposing the east walkway. It was noted that the
<br />residents opposing it are adjacent to Hamline; Wyncrest' and Wynridge residents
<br />favor this walkway segment, Cost of this segment - $10,920.70.
<br />
<br />Sather explained that this east walkway was proposed as a systematic approach
<br />to crossing Hamline Avenue; east/west to provide a "collector" to a painted
<br />cross walk on Hamline for safe access to the parks (Cummings and Floral),
<br />
<br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 86-30,
<br />AWARDING BID FOR IMPR, NO, P-85-3, to Forest Lake Contracting, Inc., excluding
<br />Alternate B, Motion carried (Hicks, Hansen, Peck, Woodburn voting in favor of
<br />the motion; Sather voting in opposition). (4-1)
<br />
<br />Resolution No. 86-31. ApprovinR Plans and Specifications and AuthorizinR
<br />Advertisement for Bids, Impr. No. SS-W-P-ST-86-1. Northwoods
<br />Council was referred to plans for Northwoods Addition; Christoffersen and
<br />Peters briefly described the plan for street, sanitary sewer, water and
<br />drainage; noted there will be two on-site ponds with a well to supply water to
<br />the ponds,

<br />Hansen moved, seconded by Peck, that Council adopt Resolution No. 86-31,
<br />APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS,
<br />IMPR. NO. SS-W-P-ST-86-1, NORTHWOODS. Motion carried unanimously. (5-0)

<br />Council was referred to Christoffersen's letter of 6/12/86 and attached
<br />application for Payment No, 6 and Final for Lametti Addition, submitted by
