<br />.. <br /> <br />Minutes of Regular Council Meeting, June 30, 1986 <br />Page 2 <br /> <br />Sather moved, seconded by Peck, that Council accept the project and authorize <br />Payment No, 6 and Final for Lametti Addition, Motion carried unanimously. <br />(5-0) <br /> <br />Sanitary Sewer Service - 1977 Thom Drive <br />Council was referred to letter from Mr, and Mrs, Chris A. Carlsen (6/11/86), <br />requesting compensation for a portion of their costs in search of a sanitary <br />sewer stub which could not be located. <br /> <br />Christoffersen explained that evidently it was determined that the stub would <br />not be needed when the improvement was constructed, and the stub was not erased <br />from the plans; reported the stub was not assessed and the lots were only . <br />assessed for 15 feet of frontage, consequently does not know why property <br />owners were "surprised" that a stub was not installed; noted the cost of a <br />sewer stub, at that time, Was $50. Christoffersen said the sewer installer <br />apparently looked all day for the stub; suggested that after a couple of hours, <br />feels the installer should have advised the City of his inability to find it, <br />but instead elected to look for it for 9 hours before contacting the City. <br /> <br />After discussion, Hicks moved, seconded by Peck, that the Council deny the <br />request for City participation in the amount of $1,200, for the loss incurred, <br />on basis that City has not been negligent in providing information to the <br />property owner. <br /> <br />In further discussion, it was noted that the property owner, after looking at <br />the plans, anticipated that a sewer stub was in place; therefore, there is <br />possibly some responsibility on the part of the City and City Engineer, <br />Christoffersen said if two hours were involved in digging at $70.00 per hour, <br />feels this would be, at most, the obligation of the City/Engineer; should have <br />known in that time that there was no stub in place. <br /> <br />In review of the costs outlined, the $2,400 in additional expense was queried. <br />Numbers do not appear to add up. It was suggested that part of the problem may <br />be that sewer availability was added to the cost of the lot when sold - <br />recourse may be with the seller, not the City. The cost of the service was <br />queried if the stub were in place as shown on the plans. Motion carried <br />unanimously. (5-0) <br /> <br />Hicks moved, seconded by Hansen, that SEH reimburse the Carlsens $140 (two <br />hours of digging at $70/hour) which is considered by SEH a reasonable fee for <br />the search for the stub. <br /> <br />In further discussion, Christoffersen was asked his estimated cost for the <br />additional digging to the sanitary sewer, the pipe for the connection to the <br />sewer main and backfilling of the six-foot trench to the property line (what <br />would it cost to construct the connection as shown on the As Built plan?), <br />Christoffersen said he can make that kind of an estimate and report this to the <br />City. <br /> <br />Hicks withdrew his motion. Seconder Hansen concurred to withdraw the motion. <br /> <br />Sather moved that Council request Short, Elliott, Hendrickson to estimate the <br />cost of a sanitary sewer service at 1977 Thom Drive if constructed in <br />accordance with the "As Built" plan on record at the Village office; upon <br />receipt of this information, Council can make a determination as to what type <br />arrangement Council will make, either with or via SEH, to the landowner. <br />Motion was seconded by Hicks and carried unanimously. (5-0) <br /> <br />. <br /> <br />REPORT OF PUBLIC WORKS SUPERVISOR ROBERT RADDATZ <br /> <br />Pascal Avenue SiRnaRe <br />Council was referred to Raddatz' memo of 6/30/86 re Pascal Avenue signage. <br />Raddatz reported that the Public Safety/Works Committee recommends an aluminum <br />reflectorized barricade at the end of Pascal, and a larger "Dead End" sign at <br />Pascal and County Road E, Raddatz estimated the sign cost at $25 - $30 and the <br />
