<br />Minutes of Regular Council Meeting <br />Village of Arden Hills <br />Monday, May 12, 1986 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:34 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Mayor Robert Woodburn, Councilrnembers Thomas Sather, Gary <br />Peck, Nancy Hansen, Dale Hicks <br />None <br />Engineer Donald Christoffersen, Planner Orlyn Miller, <br />Treasurer Donald Lamb, Public Works Supervisor Robert Raddatz, <br />Clerk Administrator Charlotte McNiesh, Deputy Clerk Dorothy <br />Zetun <br /> <br />Absent: <br />Also Present: <br /> <br />. <br /> <br />Approval of Minutes <br />Hansen moved, seconded by Peck, that the minutes of the April 28 and April 29 <br />Council meetings be approved as submitted. Motion carried unanimously. (5-0) <br /> <br />Business from the Floor <br />Mrs. Doris Caniff, 3946 G1enview Avenue, described a continuing drainage <br />problem on her property which she stated is caused because of under-sized, <br />inadequate culverts. Mrs. Caniff said she has requested, for many years, that <br />Council look at the situation in order to see first hand the quantity of water <br />which rushes from the street through her yard, along both sides of her house, <br />to the park area east of her lot; reported the water is pouring into her <br />basement - has soaked walls and carpeting whenever we experience heavy rains. <br /> <br />Council concurred to authorize the City Engineer to look into this drainage <br />problem and to prepare preliminary cost estimates for a solution, as soon as <br />possible. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Reconsideration of Resolutions Nos. 86-20 and 86-21, Combined Interceptor and <br />Truhler Water Improvements <br />Council was referred to Christoffersen's letter of May 9 re Sanitary Sewer <br />Extension South of Round Lake Improvement SS-83-6, updating the estimated cost <br />of the project at $601,000; $47,300 to be paid by MWCC and $553,700 to be <br />financed by the City. Christoffersen explained that at $35/foot and $800/acre, <br />about $195,000 can be financed through assessments (about 35% of the cost to be <br />financed); noted these are assumed rates which would have to be revised when <br />actual costs are known after bids are received. <br /> <br />Christoffersen noted that the estimated cost of the Truhler water improvement <br />(W86-2) is $50,000. <br /> <br />McNiesh reported that if the projects are combined, at least 20% of the <br />combined total of $603,700 ($120,740) would have to be assessed; if separated, <br />sewer assessment would have to be at least $110,740 (20% of $553,700). McNiesh <br />explained that, if combined, and sewer is not assessed, then the water cannot <br />be assessed either. McNiesh said the Utility Fund currently has $400,000; <br />anticipates an additional $124,540 levied this year. <br /> <br />. <br /> <br />Sather moved, seconded by Hansen, to reconsider Resolutions Nos. 86-20 and <br />86-21, Combined Sewer Interceptor and Truhler Water Improvements. Motion <br />carried unanimously. (5-0) <br /> <br />Christoffersen referred Council to a drawing of the potential area for sewer <br />assessment, indicating ~ssessibl~frontage along the sewer, double-side <br />frontage from a point 200' west of Highway 10 to the southeast corner of <br />Minnesota Diversified property, and single-side from that point to 35W, plus <br />acreage; Christoffersen estimated about $195,000 can be assessed at assumed <br />rates of $35/front foot and $800/acre. <br /> <br />Hicks moved, seconded by Peck, that Council confirm the actions taken on April <br />28, adopting Resolutions Nos. 86-20 and 86-21, for Combined Sewer Interceptor' <br />
