(5-0) <br /> <br />Resolution No. 86-25, Approval of Plans and Specifications and Authorization <br />for Advertisement for Bids for Impr. No. P-85-2 Hamline Avenue Phase II <br />A petition opposing a walkway along the east side of Hamline Avenue was read by <br />Woodburn, which was signed by approximately 15 families. <br /> <br />Christoffersen explained that the specifications include this walkway as an <br />option; may be included or deleted when bid is awarded. <br /> <br />Sather moved, seconded by Hansen, to adopt Resolution No. 86-24, APPROVAL OF <br />PLANS AND SPECIFICATIONS AND AUTHORIZATION FOR ADVERTISEMENT FOR BIDS FOR IMPR. . <br />NO. P-85-2 HAMLINE AVENUE PHASE II. Motion carried unanimously. (5-0) <br /> <br />Repair of Washout at 3535 Siems Court <br />Council was referred to memo from Raddatz (5/9/86). Raddatz described the 1985 <br />wall project which was constructed by the property owner in the street <br />right-of-way; explained that he replaced a wall and tied it in under the road <br />about four feet. Raddatz reported that the wall was bowed by the last rain and <br />let go; Raddatz said the work had been done well, but when it gave way it took <br />out an area of curb and edge of street. Raddatz said the property owner is <br />asking the City to help reconstruct the wall, and to help pay for it; reported <br />that the contractor feels matter should be referred to City's insurance carrier <br />and to his carrier. Raddatz said he advised the property owner that he would <br />also be expected to reconstruct the damaged street and curb (estimated cost - <br />$750). Raddatz reported that the City insurance will not cover the damage; <br />considered an "act of God". <br /> <br />After discussion, Council concurred to not participate in this project; will <br />authorize issuance of a permit to reconstruct the project, if needed; City will <br />authorize City Engineer to review construction plans; City does not want to <br />take any responsibility for the project. <br /> <br />REPORT OF VILLAGE PLANNER ORLYN MILLER <br /> <br />Case No. 86-7, Landscape, Liahtina and SianaRe Plan - Shannon SQuare - C. G. <br />fu!.!!! <br />Miller reported that the revised Signage Plan for Shannon Square meets all <br />ordinance requirements; Landscape Plan, as revised, meets all concerns <br />addressed. Miller explained that two lighting plan proposals were presented; <br />Planning Commission recommends the 5 pole option on 22' high standards. <br /> <br />Bill Sikora (C. G. Rein) distributed sketches to Council of the two lighting <br />plan proposals; explained the 5 pole scheme on 25 foot high poles, with 250 <br />watt lamps, provides a total of 1250 watts; the 12 pole scheme on 16' poles <br />with 150 watt lamps, provides 1800 total watts. Sikora said the 22' poles, <br />recommended by the Planning Commission, will be at the same height as the top <br />of the building. Sikora said metal halide fixtures (white lights) are <br />proposed; are completely hooded with downward light; noted that lights can be <br />field adjusted. Sikora said the proposed schemes light the parking surface of <br />the site; prefers the halide lights to the globes in Arden Plaza, which he <br />feels do not adequately light that parking area. <br /> <br />After review of the landscape, signage and lighting plans, Sather moved, <br />seconded by Peck, that Council approve the amended signage and landscape plans ~ <br />as submitted and approve the 5 pole lighting plan with 22' high poles. Motion <br />carried unanimously. (5-0) <br /> <br />Case No. 86-14, Preliminary Plat of Keithson Addition - Marcel Eibensteiner <br />Council was referred to a transparency of the proposed Preliminary Plat of <br />Keithson Addition, a 15-lot residential subdivision on an 8 acre site west of <br />the City Hall. Miller explained that the subdivision includes an existing <br />house, reported all lots meet area and dimensional requirements; reported MoDOT <br />will approve the curb cut for access to STH 96 but will not provide a <br />cross-over at that point.
