<br />.' . <br /> <br />. <br /> <br />. <br /> <br />-. <br /> <br />Minutes of Regular Council Meeting, May 12 <br />Page 5 <br /> <br />Jacque Mevers, Karth Lake Drive, noted that the drawing dimensions displayed on <br />the easel are not correct; the transparency of the area appears to be correct. <br /> <br />Miller explained that the Planning Commission was not aware of a problem with <br />the existing flag lot; explained that the Planning Commission identified the <br />potential that a house could be sited within 30' of the south property - <br />therefore restricted the setback on the flag lot at 30' to provide the same <br />setback that could be expected if a single house were to be built on this lot. <br />Miller noted that the vast majority of houses have greater than a 30' rear <br />setback. <br /> <br />Hicks asked the roadway frontage requirement for a single family lot. Miller <br />said none is given in the current ordinance; noted the previous ordinance <br />requirement was 20'; advised that the subdivision ordinance requires full <br />frontage on a public street, but "full frontage" is not defined. Miller said <br />he assumes that the developer of Karth Lake Estates may have left this parcel <br />as an outlot in anticipation of eventually acquiring the Pilgrim House property <br />and combining both parcels, and then subdividing for building sites. <br /> <br />Peck asked the applicant what he would do if the lot split is not approved. <br />Ward said he'll build one house to the rear of the lot, away from the traffic <br />noise. <br /> <br />Don Dean, owner of the lot on Karth Lake Drive east of Outlot B, said he <br />acquired a portion of John Picha's lot behind him on STH 96; explained that <br />Picha owned both lots; a 40' portion of the north lot was deeded to him because <br />of an in-ground sprinkling system. <br /> <br />Hicks moved, seconded by Hansen, that Council deny the minor subdivision of <br />Outlot B, Karth Lake Estates, because stacked housing is not consistent with <br />the area and does not enhance the neighborhood. Motion carried (Hicks, Hansen, <br />Peck, Woodburn voting in favor of the motion; Sather voting in opposition). <br />(4-1) . <br /> <br />Case No. 86-15, Site Plan Review for Buildina Permit - Office/Warehouse. Round <br />Lake Road West, Welsh Companies <br />Council was referred to Planning memo (4/30/86); Planning Commission <br />recommendations (minutes of 5/7/86) and to transparency of proposed site plan <br />for a 75,000 square foot office/warehouse building on a 6-acre site on Round <br />Lake Road West. Miller noted that, as proposed, the east wing will require a <br />10' setback variance from the south property line (20' setback required). <br />Miller said he feels the proposed parking is adequate fora 50/50 <br />warehouse/office split in this location; expressed concern re the on-site <br />circulation, which he said would be improved by providing a loop drive around <br />the east wing. <br /> <br />Miller reported that the Planning Commission recommends approval of the site <br />plan for the Welsh office/warehouse building subject to the following <br />conditions: <br />1. Approval of grading and drainage plan by RCWD and City Engineer. <br />2. Reduction of the southeast wing of the building to eliminate the 10' <br />setback variance. <br />3. Provision of a paved driveway loop to the rear of the building. <br />4. Approval of landscape plan by City Planner. <br /> <br />In discussion, Miller said there is significant existing tree coverage at the <br />north and south of the site which will suffice, without additional planting in <br />these areas, if it can be retained. <br /> <br />Paul Dunn, vice president of Welsh Company, noted that they previously built <br />the Resistance Technology building on Red Fox Road; are desirous of building <br />more in the north area. Dunn introduced Architect Frank Reese who showed <br />sketches of building elevations and described the building exterior to be of <br />decorative concrete block with large expanses of glass, with metal panels at <br />the entrance. Reese said the entire building will be sprinklered. The <br />applicants said they propose to reduce the east wing to provide a loop driveway <br />and eliminate the setback variance. A drawing of the proposed lighting fixture <br />was shown; all external lighting to be from the building, with hidden light <br />source. <br />
