W. Grainger on Round Lake Road, and similar to the <br />Zycad building on Red Fox Road; stated he anticipates a mirror image of this <br />building on the site to the south of this Welsh site. <br /> <br />Hicks moved, seconded by Peck, that Council approve the site plan for the Welsh <br />office/warehouse building, subject to: <br />1. Approval of grading and drainage plan by RCWD and City Engineer. <br />2. Reduction of the southeast wing of the building to eliminate the 10' <br />setback variance. <br />3. Provision of a paved driveway loop to the rear of the building. . <br />4. Approval of landscape plan by City Planner. <br />5. Resolution of Park Dedication prior to building occupancy. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />Replacement of ExistinR Ham Radio Tower - 3538 Siems Court. RORer Moerke <br />Miller explained that Mr. Moerke has an existing antenna about 32' in height <br />with 3 prongs; wants to replace it with an antenna with 6 prongs; asked Council <br />to determine if this change is of significant impact to require a Special Use <br />Permit (requires public hearing, etc.) <br /> <br />Council was referred to drawings of the existing and proposed antenna. Moerke <br />said that because of higher wind resistance, a heavier support is necessary <br />than the one he now has. Moerke was asked if he has contacted his neighbors. <br />Moerke said, to his knowledge, only one had concerns relative to his existing <br />tower; noted that if he placed it in the trees, it would have to be 70' i~ <br />height. <br /> <br />Moerke agreed to go to his neighbors with his pictures and obtain their <br />comments. <br /> <br />Council action was deferred to a future meeting pending receipt of neighborhood <br />comments. <br /> <br />Northwestern ColleRe Proposal for Amended Planned Unit Development Plan in <br />Roseville <br />Miller reported that the proposal stemmed from reconstruction of the <br />Northwestern College primary entrance drive from the corner of Snelling and <br />Lydia to about 300' west of Snelling on Lydia; which eliminates the diagonal <br />approach. Miller reported that the proposal also includes clearance and <br />regrading of athletic fields; reported the second entrance will be to the <br />athletic fields and gymnasium. Miller said the proposed changes in Arden <br />Hills' portion of the campus are a few years away - include enclosure of <br />Nazareth Hall courtyard (where receiving dish is located), parking expansion, <br />possibly parking decks and/or underground south of Riley Hall and at Fine Arts <br />building; probably reorganized parking in Arden Hills side of the campus. <br />Miller said Dr. Erickson at Northwestern College and Roseville planner have <br />been requested to advise Arden Hills if changes will in any way impact Arden <br />Hills' portion of the campus. Miller said that the adjacent Arden Hills <br />neighborhood is aware of the proposal and have had meetings which have been <br />very congenial. <br /> <br />Report on Cable TV MeetinR of May 8 . <br />Bill Bauer referred Council to two proposed resolutions; reported that NSCC <br />conducted hearings and want government channels maintained; also have requested <br />financial information from buyers, which has been promised but is apparently <br />not forthcoming. Bauer said NSCC recommends adoption of resolution denying the <br />request to transfer ownership to North Central Cable Communications. <br /> <br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 86-25, <br />APPROVING THE TRANSFER OF OWNERSHIP OF GROUP W CABLE, INC. and Resolution No. <br />86-26, DENYING THE REQUEST TO TRANSFER OWNERSHIP AND CONTROL OF GROUP W CABLE <br />OF THE NORTH SUBURBS, INC. AND TRANSFER OF THE CABLE COMMUNICATIONS FRANCHISE <br />ORDINANCE TO NORTH CENTRAL CABLE COMMUNICATIONS, L.P. Motion carried <br />unanimously. (5-0) <br />
