W. Grainger on Round Lake Road, and similar to the Zycad building on Red Fox Road; stated he anticipates a mirror image of this building on the site to the south of this Welsh site. Hicks moved, seconded by Peck, that Council approve the site plan for the Welsh office/warehouse building, subject to: 1. Approval of grading and drainage plan by RCWD and City Engineer. 2. Reduction of the southeast wing of the building to eliminate the 10' setback variance. 3. Provision of a paved driveway loop to the rear of the building. . 4. Approval of landscape plan by City Planner. 5. Resolution of Park Dedication prior to building occupancy. Motion carried unanimously. (5-0) Replacement of ExistinR Ham Radio Tower - 3538 Siems Court. RORer Moerke Miller explained that Mr. Moerke has an existing antenna about 32' in height with 3 prongs; wants to replace it with an antenna with 6 prongs; asked Council to determine if this change is of significant impact to require a Special Use Permit (requires public hearing, etc.) Council was referred to drawings of the existing and proposed antenna. Moerke said that because of higher wind resistance, a heavier support is necessary than the one he now has. Moerke was asked if he has contacted his neighbors. Moerke said, to his knowledge, only one had concerns relative to his existing tower; noted that if he placed it in the trees, it would have to be 70' i~ height. Moerke agreed to go to his neighbors with his pictures and obtain their comments. Council action was deferred to a future meeting pending receipt of neighborhood comments. Northwestern ColleRe Proposal for Amended Planned Unit Development Plan in Roseville Miller reported that the proposal stemmed from reconstruction of the Northwestern College primary entrance drive from the corner of Snelling and Lydia to about 300' west of Snelling on Lydia; which eliminates the diagonal approach. Miller reported that the proposal also includes clearance and regrading of athletic fields; reported the second entrance will be to the athletic fields and gymnasium. Miller said the proposed changes in Arden Hills' portion of the campus are a few years away - include enclosure of Nazareth Hall courtyard (where receiving dish is located), parking expansion, possibly parking decks and/or underground south of Riley Hall and at Fine Arts building; probably reorganized parking in Arden Hills side of the campus. Miller said Dr. Erickson at Northwestern College and Roseville planner have been requested to advise Arden Hills if changes will in any way impact Arden Hills' portion of the campus. Miller said that the adjacent Arden Hills neighborhood is aware of the proposal and have had meetings which have been very congenial. Report on Cable TV MeetinR of May 8 . Bill Bauer referred Council to two proposed resolutions; reported that NSCC conducted hearings and want government channels maintained; also have requested financial information from buyers, which has been promised but is apparently not forthcoming. Bauer said NSCC recommends adoption of resolution denying the request to transfer ownership to North Central Cable Communications. Hicks moved, seconded by Hansen, that Council adopt Resolution No. 86-25, APPROVING THE TRANSFER OF OWNERSHIP OF GROUP W CABLE, INC. and Resolution No. 86-26, DENYING THE REQUEST TO TRANSFER OWNERSHIP AND CONTROL OF GROUP W CABLE OF THE NORTH SUBURBS, INC. AND TRANSFER OF THE CABLE COMMUNICATIONS FRANCHISE ORDINANCE TO NORTH CENTRAL CABLE COMMUNICATIONS, L.P. Motion carried unanimously. (5-0)
