<br />MINUTES OF REGULAR COUNCIL MEETING <br />Village of Arden Hills <br />Monday, April 28, 1986 - 7:30 p.m. <br />Village Hall <br /> <br />Call to Order <br />Pursuant to due call and notice thereof, Mayor Woodburn called the meeting to <br />order at 7:30 p.m. <br /> <br />Roll Call <br />Present: <br /> <br />Absent: <br />Also Present: <br /> <br />Mayor Robert Woodburn, Councilmembers Thomas Sather, Nancy <br />Hansen, Dale Hicks <br />Councilmember Gary Peck <br />Engineer Donald Christoffersen, Treasurer Donald Lamb, Clerk <br />Administrator Charlotte McNiesh, Deputy Clerk Dorothy Zehm <br /> <br />. <br /> <br />ADDroval of Minutes <br />Hansen moved, seconded by Sather, that the minutes of the April 14 and April 24 <br />Council meetings be approved as submitted. Motion carried unanimously. (4-0) <br /> <br />Business from the Floor <br />Mr. Tom Steele, 3570 Ridgewood Road, commended the City on its snow removal <br />operation this past winter; expressed his appreciation for a job well done. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Resolution No. 86-20. Combinin2 ImDrs. SS-83-6 and W-86-2, Sewer InterceDtor <br />and Truhler Addition Water <br />Council was referred to feasibility study for Truhler Addition Watermain <br />(W-86-2). Christoffersen said he proposes to include the construction of this <br />watermain with the sanitary sewer project soutA of Round Lake; explained that <br />another public hearing on the Interceptor (83-6) will have to be held because <br />of the two years that have elapsed since the April 1984 hearing when the <br />project was ordered. Christoffersen said the plans and specs prepared cover <br />both projects since they will be in the same excavation. <br /> <br />Hicks moved, seconded by Sather, that Council adopt Resolution No. 86-20, <br />COMBINING IMPR. SS-83-6 AND W-86-2, SEWER INTERCEPTOR AND TRUHLER ADDITION <br />WATER. <br /> <br />In discussion, concern was expressed as to whether the projects can later be <br />separated for assessment purposes. <br /> <br />Hicks moved to amend the motion to read, subject to confirmation from Briggs <br />and Morgan that the Truhler water project can be separated from the Interceptor <br />project after construction and be assessed at 100% of cost. Motion was <br />seconded by Sather. <br /> <br />Amendment carried unanimously. (4-0) Original motion carried unanimously. <br />(4-0) <br /> <br />Resolution No. 86-21, Receivin2 Feasibility ReDort on ImDr. W-86-2 and <br />Schedulin2 Public Hearin2 for Combined ImDr. Nos. SS-83-6 and W-86-1. Sewer <br />InterceDtor and Truhler Addition Water <br />Hansen moved, seconded by Hicks, that Council adopt Resolution No. 86-21, <br />RECEIVING FEASIBILITY REPORT OW IMPR. W-86-2 AND SCHEDULING PUBLIC HEARING FOR <br />COMBINED IMPR. NOS. SS-83-6 AND W-86-2, SEWER INTERCEPTOR AND TRUHLER ADDITION <br />WATER. Motion carried unanimously. (4-0) (Bid opening to be on May 29; Public <br />Hearing on June 9). <br /> <br />. <br /> <br />Resolution No. 86-22, ADDrovin2 Plans and SDecifications and Authorizin2 <br />Advertisement for Bids for ImDr. No. SS-83-6 and W-86-2 <br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 86-22, <br />APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR <br />IMPR. NO. SS-83-6 AND W-86-2. Motion carried unanimously. (4-0) <br />(Advertise twice in New Bri2hton Bulletin and three times in Construction <br />~'Illetin. <br />
