<br />. <br /> <br />Minutes of Regular Council Meeting, April 28, 1986 <br />Page 2 <br /> <br />Resolution No. 86-23, ReceivinR Feasibility Report and OrderinR Plans and <br />Specification& for Impr. No. SS-W-P-ST-86-1, Northwoods <br />Council was referred to letter from Opus Corporation requesting preparation of <br />plans and specifications for Northwoods street and utilities; requesting that <br />sodding be added to the project and that the City maintain the lighting once it <br />is installed. <br /> <br />Christoffersen stated that the addition of sod to the project would not be a <br />problem. McNiesh reported that she informed Mr. Murnane (Opus Corporation) <br />that it is not City policy to maintain lighting; reported that apparently many <br />cities do pay for the energy. <br /> <br />Hicks moved, seconded by Hansen, that Council adopt Resolution No. 86-23, <br />RECEIVING FEASIBILITY REPORT AND ORDERING PLANS AND SPECIFICATIONS FOR IMPR. <br />NO. SS-W-P-ST-86-1, NORTHWOODS. Motion carried unanimously. (4-0) <br /> <br />. <br /> <br />Hamline Avenue Crossover at County Road F <br />Hansen asked Christoffersen if there is any chance we can get the crossover to <br />south bound STH 51 from the 1-694 ramp chaRged; has received a number of <br />complaints that it is not safe. Christoffersen said he can ask about it; noted <br />the intent is to funnel traffic to one lane (now have two lanes), with the <br />re-design, he does not feel the maneuver will be as difficult. Christoffersen <br />reported the pre-construction meeting is scheduled on Friday - anticipates 20 <br />working days to complete the project; noted the State's project will probably <br />be finished before City's project for Hamline, north to STH 96, begins. <br /> <br />Christoffersen explained that Hamline will not be paved full width or have curb <br />and gutter until 1987 (second phase of construction). <br /> <br />SiRn Inventory <br />Christoffersen referred Council to letter from MnDOT advising of federal <br />dollars available for a sign inventory and 90% of sign replacement cost; <br />suggested that the City may wish to make application, <br /> <br />After discussion, Council took no action. <br /> <br />Proposal for Rabies Vaccination Clinic - Dr. CraiR Frobom <br />Dr, Frobom distributed information relative to his proposal to Council, and <br />described his proposal for a vaccination clinic from his mabile unit which <br />would be parked at the City Hall. Frobom said that no one else has offered <br />this service; estimated that 25% of all dogs in the City are not licensed and <br />have not had a rabies vaccination; noted that Arden Hills does not require cats <br />to be vaccinated - noted that the trend indicates that rabies in cats has <br />increased about 200%. Frobom estimated that about 1/2 of the 2,000 households <br />in Arden Hills has at least one pet and 1/2 of these have more than one pet; <br />noted that currently only about 400 dogs are licensed. <br /> <br />Frobom said this "pilot program" would be good for the residents of Arden Hills <br />and their pets; noted that after" the vaccination is given, the dog/cat would be <br />licensed. Frobom emphasized the need to restrain animals, by leash or <br />otherwise. <br /> <br />Frobom said he would be responsible for keeping the area clean around the <br />mobile unit when parked at the City Hall; advised that the City would not incur <br />any costs; client would be charged $6.00/vaccination, which is less than the <br />fee charged by area veterinarians; City personnel would license the animals . <br />after they are vaccinated; City personnel would not be needed to assist in the <br />vaccinations. <br /> <br />Frobom said stray animals would not be vaccinated (no one to pay the fee); <br />proposed that the City advertise the clinic and pay for the advertisement; said <br />he'd pick up the tab for this if necessary. <br /> <br />In discussion, Frobom was asked where he practices now. Answer was from his <br />mobile unit in Minnesota. It was noted that there are several established <br />
