<br />. <br /> <br />" <br /> <br />Minutes of Regular Council Meeting, April 28, 1986 <br />Page 5 <br /> <br />Ordinance No. 240, Re2ulatin2 the Use of Alarm Systems, Establishin2 User Fees. <br />Establishin2 a System of Administration of Such Alarms; and Providin2 for <br />Penalties for False Alarms - Second Readin2 <br />Woodburn paraphrased the ordinance for persons in the audience. <br /> <br />Paul Malone stated that he is an alarm owner; feels the ordinance is important <br />and is reasonable; noted that it is important to him that he receives a prompt <br />response to his alarm, if it triggered. Malone said he knows Ramsey County <br />Sheriff's Department has been encouraging such an ordinance by all cities in an <br />effort to reduce false alarms. <br /> <br />. <br /> <br />Council tabled the Final Reading and Adoption for a month or so. (Town Crier <br />requested to inform public of major conditions.) <br /> <br />Ordinance No. 239, Amendin2 City Code Section 2-18, to Increase Salaries of <br />Mayor and Council Effective 1/1/87. Final Readin2 <br />Hansen moved, seconded by Sather. that Council suspend the Final Reading and <br />adopt Ordinance No. 239, AMENDING CITY CODE SECTION 2-18, TO INCREASE SALARIES <br />OF MAYOR AND COUNCIL EFFECTIVE 1/1/87. Motion carried unanimously. (4-0) <br /> <br />OTHER BUSINESS <br /> <br />Labor Ne20tiation Meetin2 <br />Sather reported that a meeting is scheduled on Tuesday a.m. to discuss offer <br />made to union. <br /> <br />Recent Heavy Rains <br />Woodburn noted that the heavy rainfall is causing inconvenience in many areas <br />of the City; suggested that it would be advantageous for City to compile <br />information pertinent to problem areas such as Karth Lake levels. It was noted <br />that Karth Lake area residents were requested to study the problem in that area <br />three years ago, and report their findings for a solution to Council; this has <br />not, apparently, been done. Woodburn noted that pumping authorized by the City <br />three years ago was a temporary solution to an immediate problem but was not <br />acceptable to all the residents and not intended to solve the problem. <br /> <br />REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MCNIESH <br /> <br />Shoreview Request for Input re Pathway on Lexin2ton Avenue from County Road D <br />to E <br />MCNIesh reported that Shoreview is considering a pathway along Lexington <br />Avenue, on the Shoreview side, between County Roads D and E and has requested <br />Arden Hills' input; noted that no financial contribution is expected. <br /> <br />Council concurred that a pathway would be an excellent idea; is consistent with <br />the other improved segments of Lexington, which included an off street pathway; <br />this path will complete the pathway system from County Road D to County Road <br />G-2. <br /> <br />. <br /> <br />North Suburban Cable Commission Administrator's Request for Input re Possible <br />Consolidation of Group W Systems and Future Use of Institutional Network <br />Council was referred to letter from Cable Commission Administrator Bootsie <br />Anderson (4/18/86) requesting Council response to three questions: <br />1) Consolidation with the other five Group W systems? <br />2) What Arden Hills would like from its institutional network, and <br />anticipated future uses of this network? <br />3) Who would you like to see own the system? <br /> <br />McNiesh noted that the NSCC will consider the sale to the consortium at its <br />next meeting. <br /> <br />After discussion, Council referred the letter request to the Cable Committee <br />for its recommendations to Council. <br /> <br />Approval of Rubbish Hauler License - Wildwood Sanitation <br />'licks moved, seconded by Sather, that Council approve a 1986 rubbish hauler <br />Lp.nse for Wildwood Sanitation. Motion carried unanimously. (4-0) <br />
